    PELAYANAN PUBLIK DALAM PENGURUSAN PASPOR PADA KANTOR IMIGRASI KELAS II RANAI KABUPATEN NATUNA TAHUN 2009-2011

    The immigration office is one element in implementing government provides services in the management of passport. In particular the implementation of the immigration service passport at the Immigration Office Class II Ranai Natuna Regency is still much that is not in accordance with applicable regulations. This study aims to determine the implementation of the public service in the administration or passport at the Immigration Office Class II Ranai Natuna and determine the factors that hinder the implementation of the public service. This research is a qualitative descriptive approach. Sources of data obtained from studies using techniques informant interviews and observation documentation. The data were analyzed qualitatively that comes with supporting tables and the results of interviews with the research resources. The results prove that the overall implementation of the public service for a passport at the Immigration Office Class II Ranai are in accordance with the procedures for service, but has not been going well. Seen from the aspect of cost could reach Rp. 600,000 and up to one week. From the aspect of infrastructure, buildings getting better but is not supported by the existence of other supporting infrastructure such as operational vehicles, computers and so forth. From the aspect of competence SDA, the quantity is very less and the quality is still not able to demonstrate technical ability as evidenced by the persistence of the delegation of authority to force an incompetent (honor or internship). While aspects of the suitability of the applicant's passport service in the hope of also not been able to prove that the service has been running well, this is evidenced by the delay in the manufacture and returning passports. Factors that hinder the implementation of common services in the passport at the Immigration Office Class II Ranai Natuna regency consists of internal and external factors; internal factors, including: the low quantity and quality of human resources available, technical disruptions in service, the problem of touts and service bureau that has a relationship with the individual employee as well as the lack of a means of socialization. While external factors, consisting of: brokers set prices relatively high, and the lack of public awareness to implement service patterns are orderly and clean (do not use the services of brokers).

    The entire local government officials especially in the field of law enforcement agencies such as the Civil Service Police , has a moral obligation to pass on information and appeals relating to local regulation , Regional Head of Regulatory and other legal products to the public . it can be done in a family environment , residence , place of worship , or in places that allow others to do the coaching . Based on the research problem , the presented formulation of the problem , namely how the implementation of tasks and functions Civil Service Police Unit In Riau province ? The purpose of this study was to determine the Implementation Task And Function Of Civil Service Police Unit In Riau province and to identify barriers in implementing the duties and functions of the Municipal Police SATPOL in Riau Province . The population is Riau police civil service which total 147 people and the police chief civil service made Key informants ( key information ) given the still relatively small number of populations throughout population on the respondents in this study . In this study a sample of 82 respondents drawn simple random sampling . Data obtained from respondents will be grouped by type , and then processed and presented in tabular form and analyzed quantitatively so that in the end will get a conclusion on the results of the study. Results of research conducted , it can be concluded that the implementation of duties and functions of municipal police Riau Province which states " good enough " . This is because the duties and functions of municipal police had been running as it should , but has not achieved the goal as expected . Concrete proof that society has not fully marasakan municipal police task creates peace and public order . Efforts in strengthening knowledge , skills , and performance HR municipal police have not achieved the expected results which saw the persistence of the municipal police members who do not have a good performance as expected by society . Role of municipal police in maintaining security and order in government offices which have been successful as expected . Municipal police member can create public order in the office so the office staff can work as it shoul .

    This study aims to know and to analysis implementation of controlling toward BBM’S distribution in Pekanbaru City at 2011. The problem in the research are related to the controlling which is not optimum that done by City’s Goverment that is official of industry and commerce because of extention, space/evironment/scope. The process of implementation wihich was done by Goverment of City working good appropriate with time and schedule to SPBU of Pekanbaru. Implementation of controlling consist of controlling consistofcontrolling qouta, farget/allocation/uses, price and distributoin (agent). This research found, first controlling the amount by officral of industry and comerce felt less to fulfil it availability, even kind of premium and diesel fuel in SPBU. Second, toward the allocatoin because occured the hoarding/accumulation. Third, concerning to the price of BBM that there is distinguished of highest retail price in SPBU and retail trader, so that society feel worryng and burden with society’s economic. Fourth, toward the distribution (agent) caused of the latest sending premium during thirty minutes from filling up refresment stand to SPBU in Pekanbaru. There are some contraint of controlling which done by the city’s goverment to ward distribution of BBM are human resource because accordy to the totality stree last and the quality or capability still low, tools or facility. Less operational transportatir and not obey the rules which was determined by goverment, finances resource/budget/less of operational. Cost that is cost of quota subsidized BBM, society decided policy of driving cash omect awarting. For poor society in Pekanbaru or all in indonesia and petroleum mafia.

    PELAKSANAAN PERIZINAN DAN PENATAAN MENARA TELEKOMUNIKASI DI KOTA PEKANBARU TAHUN 2010-2012

    In the era of reform and development and information technology. The development of mobile phone technology can be said to include faster . So rapid development has now many high towers of mobile telecommunications devices such as a fungus that thrives in the rainy season . Then push the Pekanbaru city government restriction and regulation of telecommunications tower building , in order to realize equality in terms of spatial planning and area , aesthetics and public safety . The efficiency and effectiveness of the use of telecommunication towers must also consider the safety factor of the environment , public health and environmental aesthetics . This research is a descriptive study using a qualitative approach as a tool of analysis . This research was conducted in Pekanbaru , Riau Province with a research focus on the implementation of the licensing and regulation of telecommunications towers in the city of Pekanbaru along with factors that affect imlementation . Data related to the scope of the study were collected using sampling purpusive through observation , interviews with informants who have been determined . This study analyzed descriptively to explain the necessary data systematically and objectively . So as to produce information that is accurate . Implementation concept used is the concept presented by Edward III . Techniques used in collecting data were interviews , observation , and literature as well as documentation . After doing some research , the authors can conclude that not maximal policy implementation arrangement for building a telecommunications tower that is influenced by four variables, Communication , Resources , disposition or attitude of implementers . The factors that most affect the implementation of the arrangement of telecom towers in the city of Pekanbaru is not maximized attitude sekalu Transportation Agency executive tower arrangement is not straightforward and the lack of regulations related to the underlying telecommunications tower despite the policy of the telecommunications tower arrangement penalties incurred but not too obvious , not sanctions demolition of the towers that break the rulethat break the rules or do not have permission.

ASEAN alerts transnational crime especially drugs industry in priority agenda. The securitization process established by ASEAN to response this issue. The response is caused by various threats such as, threat on regional level, state level, social, and also individual level. In this research, the outhor uses thr theory of international regime to assits in explaining the efforts of ASID. As a regime, ASOD has the efforts in planning the framework of external cooperation with ASEAN partners, NGOs, and any other international organizations.

    This research was conducted to analyze how the influence candidate of mayor and vice of mayor towards the mass media publications in Pekanbaru City election. Significant role of mass media in moving public opinion in Pekanbaru City election 2011 years ago where there are some mass media that allegedly siding with each pair of candidates who competed at the Pekanbaru City election. The problem in this study is how the candidate mayor and deputy mayor of the publications in the mass media election Pekanbaru? This study is a qualitative research, the data collection techniques in this research is a descriptive analysis. This research uses documentation (observation) and interviews with key informants as information objects that aim to achieve the goal in order to get information in this research. Data used in this research is primary data and secondary data obtained through direct observation and interviews with key informants in this study. Alignments media (Koran Riau and Riau Pos) on one candidate looks pretty clear in every news that they publish. This is evident from the reports in the early days of the campaign until revote, during the conduct of the general election be obvious if the Riau Pos tends to show his hand to the BERSERI, while the daily Koran Riau couples tend to show his hand to the PAS. Alignments media (Koran Riau and Riau Pos) to one candidate (BERSERI and PAS) can not be separated from the political and economic influence. Help the local budget and advertising contracts worth hundreds of million rupiah of government make media no longer be neutral as it should.     This study titled Supervision of the City Government in Pekanbaru Entertainment Pubs in 2012. This study aims to determine the implementation of the monitoring carried out by the Police Force and Civil Service agency integrated services and the factors that affect the implementation of the surveillance. Control theory is the rationale in this study. The method used in this research is descriptive method of analysis with a qualitative approach that seeks to analyze the problems that arise in the field and try to describe very clearly. In the process of monitoring carried out by the Police Force and Civil Service agency integrated services, there are some problems that occur due to oversight it did not go as expected. the problem is where the Police Force as a Civil Service team direct supervisor is still very weak and less assertive in monitoring, thereby breaking free pub spots in this Regulation Bylaw No. 3 of 2002 on General Leisure. Object of this study is supervision with understanding Pub live music events being played by one or more people in the room. Based on this research, it turns out Supervision of Entertainment venues in the city of Pekanbaru Pub has not been effective as well as having problems and issues in the field. too much tolerance and the constraints of the civil service police unit in conducting surveillance for entertainment Pub has been protected by the police rank higher. On the other hand Bylaw No. 3 of 2002 on General Entertainment is considered less clear in answering the shortcomings and problems occurred. for the government to be responsive and the need to evaluate the regulation and implementation in the field.

    District government Sukajadi, Pekanbaru, Riau Province. As the district with the highest population density in the city of Pekanbaru city and as the development of rapid, Sukajadi district should be able to provide maximum service to the public in accordance with the duties and functions. So far, the Government District Sukajadi interms of the services as described above have been evaluated, and the evaluation Results obtained from the assumption that the services performed by a strategic business unit is still not optimal and seemed to slow. It is marked with the number of people who complained about the service at Head Office Sukajadi, particularly with respect to public services such as ID card and KK. The purpose of this study was to determine the performance of duties of government and public service by the District government Sukajadi, knowing the business district guidance on governance and public service by the District government Sukajadi, and know the obstacles in the development efforts of the district administration and the public service by the District government Sukajadi to its employees. Theory (approach) is used as a tool of analysis in this study is a theory about the organization, coaching and administration. While the methods used in this research is descriptive qualitative research which is intended to provide a systematic overview of the observed phenomena. Based on these results, it can be concluded that the district head coaching Sukajadi in motivating employees to use outside of the authority he has. This is because the Head tends promising benefits to their employees (especially temporary employees) of their performance. Camat not been able to provide optimal motivation as Head has not been able to figure out the psychological needs of employees due to lack Head of doing good interaction and communication with employees resulting in stiffness between the two. Working environment and personal skills possessed Head to Head disincentives leadership style that is not optimal. While Head has a supporting factor that he can use to optimize the leadership to make it better, such as legitimacy, compliance employees, and work motivation owned Head. These things can be used in the district to try to build a good relationship between him and the employees.

(d). problem encountered in the implementation of the program. (e). Factors that influence the implementation process of RSBI program. (F). The solutions of RSBI schools in overcoming that problem. This study uses a qualitative descriptive approach. The data were collected from observation, interview and documentation. The findings of the data obtained as follows: (a). In general, the purpose, content, strategy and organization of RSBI program in accordance with international standards that adapted. (b). implementation of the program is targeted students, as an object that the implementation of the policy, teachers and the implementation of policies and institutionsor schools, as a means to promote learning in preparing and facilitating all the needs of teachers and students in the learning process. (c). In the preparation and implementation of the program RSBI many problems one of which is the lack of willingness of policymakers in facilitating policy. (d). The solution is carried out by the principle of coaching / development and training for teachers, principals so the program can be run as a hard and fast rule that the answer is found in accordance with the theory of policy implementation that is used in this program from the beginning through to post judgment pulp by the constitution lawcourt.

    This study was conducted to analyze the implementation about Public Service Agency ( BLU ) at the University of Riau . University of Riau since 2010-2011 designated as the implementing full BLU , so that financial management at the University of Riau is also turned into BLU , so the writer is interested to analyze about the implementation is . The problem in this study is How BLU implementation at the University of Riau , and what are the constraints faced ?. This study is a qualitative research , the data collection techniques in this study is a descriptive analysis . This research uses documentation ( observation ) and interviews with key informants as information objects that aim to achieve the goal in order to get information in the study . Data used in this study is primary data and secondary data obtained through direct observation and interviews with key informants in this study. Under the Public Service Board Policy Analysis ( Financial Management at the University of Riau 2010-2011) , it can be concluded as follows : 1 . BLU implementation at the University of Riau started since the issuance of the Decree ( SK ) dated January 26, 2010 by the Director General of Higher Education , which officially runs BLU in financial management . 2 . Task force team struggles Public Service Agency ( BLU ) University of Riau ( UR ) finally paid off after one more year to prepare BLU proposal and make a presentation before the Ministry Minister of Finance, at the end of 2009 , the Decree of the Minister of Finance finally through Decree No. 33 / KMK.05/2010 dated January 26, 2010 UR mention BLU status has been set to Universitas Riau . 3. BLU implementation b at the University of Riau same as BLU implementation in other government institutions , namely the University of Riau given the freedom to set its own budget, which is one of the main examples to use the budget without tax revenues must be returned to the treasury of the state, but still through regulatory mechanisms that have been established by asking first advance to the center . 4 . As for some of the obstacles encountered in the implementation of BLU are problems still have to adapt to the demands BLU system should be more careful in its implementation , as well as there are some regulations that collided with the implementation of the Public Service Board , such as the regulation on the implementation of non-tax revenues and State cash management system .

    The research looked the policy before and after RSBI demission of Mahkamah Konstitusi at year 2011-2013.RSBI perhaps can be running well, good in quality to competition well regional, national and international level. In Pekanbaru, there are ten of school have a RSBI branded, but in this case the school must be able to find a new formula because can make a changes in curriculum ,teaching and learning process in that school. This study was aimed to showed (1) how the implemented RSBI policy before and after demission of Mahkamah Konstitusi in Pekanbaru.(2) How the impact after Mahkamah Konstitusi Demission.The research used qualitative data.The researcher acted as a researcher to find a phenomena .The research was conducted primer and secondary data .The instruments used the collective data were interview guides from the informant. The data analysis is used descriptive technique and to explain the data from the informant. Based on the findings, there were some improvements between policy before and after RSBI from demission of Mahkamah Konstitusi, It can be concluded that the implemented can make impact for the school, such as SMAN 8 SMPN 1 SDN 36 in Pekanbaru. Therefore, in teaching learning process is not effective because there is a new curriculum changes. Block grand donation is not came from the government, this donation used for school building , scholarship for the teacher and the student who has achievement and no more a relationship programs or Moue in domestic nor foreign University.

It is evident from the behavior of civil servants in the Regional Employment Board of Riau Province where there is still a civil servant who does not follow his apple in the morning and often late dating kek office. It also was found that civil servants left the room at office without any apparent reason. Respondents in this study are: 1 Head of the Regional Employment Board of Riau Province, 1 Secretary of State, the Head of Sub-Section 1 General and Civil Service, and 18 Civil Servants staff. So that respondents were 21 people. For the sampling of the Head of the Regional Employment Board of Riau Province, Secretary of the Board, and Chief of General and Civil Sub Division, the authors use the technique of "purposive sampling" means that sample is based on the consideration that the sampled associated or related to a problem in this study. While utuk sample of the Civil Service staff, the authors use the technique of "random sampling" of random sampling. As for the type of research that the authors use is descriptive research that is supported by secondary data and primary data. Data collection techniques in this study was the observation, interviews, questionnaires and document review. While the data analysis techniques, namely the classification of data in the form of the group and the type and make a description or interpretation of findings in qualitative research. Once the data is analyzed then continued by making conclusion of the study, while the conclusions of research on policy implementation Discipline Against Civil Servants On Regional Employment Board of Riau Province, still less implemented with porsentase 64.29%.

    The progress of an era in which has a lot of change of views on women. One of the success of women outside world, can be seen from the leadership of a woman. Achievement and the success of women proved that women have much in common with men. Even ability, the level of education, ambition, and experience in leadership can exceed man. Women have the right to hold office and perform all the functions of Government in every level. The level of the village seen from the Indonesia Government system is the cutting edge of local governance are directly confronted with the public at large, the figure of the head of the woman is capable of demonstrating to their effectiveness in leading and showed the attitude, personality and way of its leadership in supporting the implementation of activities in the village. This research aims to look at the behavior of the leader of the women of the village head of task-oriented behavior and relationship behavior towards servants resulting leadership styles. On the research methods employed are qualitative analysis methods. While the data analysis technique used is a descriptive analysis of words, oral or written, and behavior that can be observed from the people who researched. Based on the results of research carried out and continued with the analysis of direct questioning is held to the informant about the way, attitudes, personality and behavioral history as a Woman in the city of Pekanbaru to produce conclusions, that the head of the women in the application of his daily work well with the officers and the Administrative apparatus as well as LPM and RW of behavior are more likely to incorporate a balanceoriented tasks that tend to give the focus the social relationships be accommodated through the involvement of employees (decision making, problem solving and so on), then the leadership style adopted by the Female head is demokrative.

    This study titled Supervision of the City Government in Pekanbaru Entertainment Pubs in 2012. This study aims to determine the implementation of the monitoring carried out by the Police Force and Civil Service agency integrated services and the factors that affect the implementation of the surveillance. Control theory is the rationale in this study. The method used in this research is descriptive method of analysis with a qualitative approach that seeks to analyze the problems that arise in the field and try to describe very clearly. In the process of monitoring carried out by the Police Force and Civil Service agency integrated services, there are some problems that occur due to oversight it did not go as expected. the problem is where the Police Force as a Civil Service team direct supervisor is still very weak and less assertive in monitoring, thereby breaking free pub spots in this Regulation Bylaw No. 3 of 2002 on General Leisure. Object of this study is supervision with understanding Pub live music events being played by one or more people in the room. Based on this research, it turns out Supervision of Entertainment venues in the city of Pekanbaru Pub has not been effective as well as having problems and issues in the field. too much tolerance and the constraints of the civil service police unit in conducting surveillance for entertainment Pub has been protected by the police rank higher. On the other hand Bylaw No. 3 of 2002 on General Entertainment is considered less clear in answering the shortcomings and problems occurred. for the government to be responsive and the need to evaluate the regulation and implementation in the field.

But the mentioned not yet become local labour guarantee can be accepted by in job market, however have to fulfill standard of qualification position that good on the market of education standard, and also majors of competency had, and also not yet its it training product conducted by Local government and also institute training of private sector with requirement of existing job market

    This research investigates and describes the preparation process of regional Government budget Pekanbaru City in 2012, the main issues raised in this research is the delay in setting budgets Riau Province over 2012 that have broad impact on the administration of the city of Pekanbaru. This research is using the theory associated with the formulation of plans of local regulations. Furthermore, this study conducted in Pekanbaru City Council, Agency of Regional Development and Regional Secretariat of Pekanbaru. The data required in the form of primary data and secondary data obtained through interviews for primary data and secondary data analysis to documentation for further analyzed with this method of analysis interactive. This research proves, first that the formation of the Regional Regulation About Budget Riau Provincial period in 2012 heavily influenced by political interests and forth between the governments and parliaments of Pekanbaru. Both of the factors that influence the formation of Pekanbaru City budget law of 2012 influenced External conditions, psychological and Communication Setting Intra-institutional. further the factors that affect the synergy between the Council and government ofPekanbaru city.
