Item 1 STUDY TENTANG KONFLIK PERTANAHAN DI DESA KUNTU KECAMATAN KAMPAR KIRI KABUPATEN KAMPAR TAHUN 2009-2012(2014-05-05) HERMAWANUpaya Camat Mandau Dalam Menanggulangi Daerah Rawan Gajah di Desa Balai Makam Kabupaten Bengkalis ( 2008 – 2011 ). Penelitian ini bertujuan untuk mengetahui perumusan program penanggulangan Daerah Duri Kecamatan Mandau dalam menanggulangi Daerah rawan Gajah gajah, serta Untuk mengetahui hambatan – hambatan dalam pelaksanan Camat daerah Duri dalam menanggulangi daerah rawan gajah di desa balai makam daerah duri kecamatan Mandau . Kegunaan dari penelitiann ini adalah Sebagai bahan informasi perkembangan dinamika pelaksanaan kebijakan program pemerintah yaitu camat dalam mengatasi masalah daerah rawan gajah dan menanggulanginya, sehingga dapat memberi masukkan kepada Camat untuk mengatasi berbagai hambatan dalam mengimplementasikan kebijakan serta Sebagai bahan masukkan bagi Camat Duri Mandau untuk menangani pelaksanaan kebijakan dalam mengatasi daerah rawan gajah Supaya terwujudnya ketahanan sosial keluarga, masyarakat, dan lingkungan sosial dari bahaya serangan gajah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif yaitu data yang tidak dapat diwujudkan dalam bentuk angka-angka mealinkan dalam bentuk suatu penjelasan yang menggambarkan bentuk keadaan, proses, peristiwa tertentu. Teknik pengumpulan data dengan menggunakan teknik wawancara, observasi, dokumentasi. Untuk melaksanakan kehidupannya manusia memerlukan ruang untuk membangun infrastruktur untuk berbagai kegiatan seperti : Industri, pertanian, pertambangan dan pemukiman. The important study that happened in the election in 2011 is an advanced Syamsuar a district candidate ever lost when the election of 2006. Looking at the issue of political parties in determining district candidate promoted, this study used qualitative methods. There are two types of services, namely BBNKB-1 and BBNKB-2. BBNKB-1 is for new vehicles and BBNKB-2 for used vehicles or change owners. The foundations for BBNKB is the Law on Local Taxes and Levies The foundations for BBNKB is the Law on Local Taxes and Levies and Riau Provincial Regulation No. 12 year 2011 about BBNKB. The procedure starts from the counter service registration, cashier and Counters taking registration / SKPD and TNKB. Requirements based on the Instruction of the Minister of Defence and Security, the Minister of Home Affairs and the Minister of Finance Nomor Ins/X/1999; 6/IMK.014/1999 dan 29 tahun 1999 about Implementation of one-stop unified administrative system in publishing STNK, STCK, TNKB, collection of PKB, BBNKB and SWDKLLJ. BBNKB-1 rate is 10% of the sale value of motor vehicles (NJKB) and BBNKB-2 rate is 1% of NJKB.Item ANALISIS KOMUNIKASI POLITIK MELALUI MEDIA MASSA RIAU POS (Studi Pemilihan Walikota Pekanbaru 2011)(2013-01-07) AFRINTYA, CHENNY EKAThe main study of this research is to analyze how the process of political communication made by the parties involved in the elections to the local mass media, namely Riau Pos and the effectiveness of political communication process so that one candidate can be more superior than the other. The theory used is the news and political communication. This study used qualitative methods and then analyzed descriptively. Objects that are examined in this study is the news about the campaign posted on the Riau Pos daily. The informants in this study is a journalist from Riau Pos daily. The data was collected through interviews and literature study documentation. The results showed that the news of one candidate is more widely reported. With the dominance of this news, the media is not aware of having to produce power for one candidate and marginalize other groups who also took part in the local elections Pekanbaru. So the news that was reported by media was bias, but the community also has its own view by choosing a candidate who was not supported by the media. The study recommends the media to publish news on the basis of conflict of interest, because basically the times have changed. The community has their own perspective and the media should act as a presenter of truth, not the constructor of reality.Item Analisis Kualitas Pelayanan Publik pada bagian Pengesahan Pajak Tahunan Kendaraan Bermotor (Studi Kantor Samsat Pekanbaru Kota)(2013-06-29) OKTALANI, MARESAThe Government attempted to improve its performance in order to improve the quality of service to the community. Later, the government as a provider of services seeks to provide quality service in accordance with community expectation. Therefore the Riau provincial government in this case the Deprtement of Revenue of Riau provide excellent service and improve service and accordance with Act 25 of 2009. Then the establishment of joint offices units to facilitate the implementation of motor vehicle tax collection services. However, there are many public complaints about services available in the town office Pekanbaru units. Based on these problems, the researchers are interested in examining how the quality of public services in the annual motor vehicle tax validation. Concepts that researchers use the theory by Agus Dwiyanto there are several dimensions of services quality are : attitude officers, procedures, time, facilities, services. This research uses descriptive method with qualitative approach. Data obtained though interviews submitted to the informant and then analyzed by researchers. It also collected secondary data relating to the issues under investigation. Of the results of this study indicate that the quality of public services at the annual motor vehicle tax validation (study office Pekanbaru city) has not run optimally. There is a weakness-weakness concerning the quality of services such as : The lack of socialization to the community officers about the latest regulations to which they apply and the not fit punctuality in accordance with the existing standard operating procedures, still the tendency of officers to provide services that are not fair to the tax payers.Item ANALISIS PARTISIPASI POLITIK MASYARAKAT KOTA PEKANBARU PADA PEMILUKADA 2011 ( STUDI PADA KELURAHAN SIMPANG BARU KECAMATAN TAMPAN )(2012-11-08) SIMARMATA, MONANGIt is behind me doing this study because of differences in the level of community participation in the first round of the election with a vote re (PSU).
