Rules about the campaign have been set by law No. 32 of 2004 on regional governance
and government regulation No. 6 of 2005 on procedures for the election, approval, appointment
and dismissal of the head region. However, the existing regulations, there are still violations
occurring campaigns undertaken by participants Pekanbaru city election in 2011. A violation
generally occurs in the form of the use of non-party party attributes supporting a potential
partner, the use of official vehicles during the campaign, the campaign beyond the schedule,
money politics in the form of lottery, as well as the involvement of structural officials.
Based on the results of the study authors, explained that there are several factors that lead
to violations election campaign in the city of Pekanbaru in 2011. These factors are: The lack of
field monitoring carried out by the participant election. Means a lack of oversight by the
participants of the election conducted in the field to those who became his campaign team.
Mental political elite that tends to violate the election rules especially during the campaign. Low
intellectual level of the political elite. Lack of personnel Panwaslu pekanbaru city in 2011. Lack
of facilities and infrastructure Panwaslu Pekanbaru city in 2011 and less stringent sanctions
against violations.
