Abstract
This study titled Supervision of the City Government in Pekanbaru Entertainment Pubs in 2012. This study aims to determine the implementation of the monitoring carried out by the Police Force and Civil Service agency integrated services and the factors that affect the implementation of the surveillance.
Control theory is the rationale in this study. The method used in this research is descriptive method of analysis with a qualitative approach that seeks to analyze the problems that arise in the field and try to describe very clearly.
In the process of monitoring carried out by the Police Force and Civil Service agency integrated services, there are some problems that occur due to oversight it did not go as expected. the problem is where the Police Force as a Civil Service team direct supervisor is still very weak and less assertive in monitoring, thereby breaking free pub spots in this Regulation Bylaw No. 3 of 2002 on General Leisure.
Object of this study is supervision with understanding Pub live music events being played by one or more people in the room.
Based on this research, it turns out Supervision of Entertainment venues in the city of Pekanbaru Pub has not been effective as well as having problems and issues in the field. too much tolerance and the constraints of the civil service police unit in conducting surveillance for entertainment Pub has been protected by the police rank higher.
On the other hand Bylaw No. 3 of 2002 on General Entertainment is considered less clear in answering the shortcomings and problems occurred. for the government to be responsive and the need to evaluate the regulation and implementation in the field.
