Item ANALISIS TATA KELOLA TEKNOLOGI INFORMASI MENGGUNAKAN COBIT 5 DI BADAN PENANGGULANGAN BENCANA DAERAH PROVINSI RIAU(Elfitra, 2022-07) Putri, Nurul Aulia Cintya; Sukamto, SukamtoInformation technology (IT) is one of the important parts for Riau Disaster Management Agency. Riau Disaster Management Agency has the duty and authority to assist the Governor in carrying out supporting functions for government affairs which are regional authorities, this makes Riau Disaster Management Agency must provide public services. In order to provide optimal services to the community, a good IT governance is needed in the implementation of its governance. Governance is important to improve services and achieve the vision and mission Riau Disaster Management Agency, but research related to the implementation of IT governance, especially for Riau Disaster Management Agency has never been a major subject in research in the IT sector in particular. This study aims to analyze the information technology governance of Riau Disaster Management Agency in conducting and managing their services using the COBIT 5 framework. The data collection techniques in this study are literature studies, observations, interviews, and dissemination of questionnaires. This study focuses on the DSS (Deliver, Service, and Support) domain process which emphasizes the DSS06 subdomain which is the management of IT business process control implemented in the organization. The results of DSS06 with base practice scale is 3,17 (Largely Achieved) and work product scale is 3,25 (Largely Achieved). Based on these results, it can be concluded that the level of IT capability achieved by Riau Disaster Management Agency is level 1 for DSS06, which means that the process has reached the goal of the process but has not been managed properly.Item EVALUASI TINGKAT KEPUASAN PENGGUNA MOBILE APPLICATION E-COMMERCE SHOPEE MENGGUNAKAN METODE EUCS (END USER COMPUTING SATISFACTION)(Elfitra, 2022-01) Astriningsih, Lilis; Sukamto, SukamtoUser satisfaction is still a top priority in the field of e-commerce and is a very important factor in the success of e-commerce. Shopee is an e-commerce platform that activates the mobile marketplace segment through mobile apps to facilitate buying and selling transactions via mobile devices. However, shopee has a big challenge to compete with previous e-commerce. So shopee must be able to provide satisfaction to its users in order to win the competition. Therefore, this study was done to determine how much satisfaction the shopee mobile application users were using the End-User Computing Satisfaction method which consisted of five variables, namely: content, accuracy, format, user convenience, and timeliness. This study used the Importance Performance Analysis approach and the User Satisfaction Index in analyzing the data. The sample of this study was the shopee mobile application users who obtained as many as 400 respondents. The results of the study showed that 82.07% of respondents were very satisfied with the shopee mobile application.Item MENENTUKAN POLA KOMBINASI OBAT MENGGUNAKAN ALGORITMA CT-PRO DI APOTEK RUMAH SAKIT UNIVERSITAS RIAU BERBASIS WEB(Elfitra, 2022-11) Putri, Chindy Ariana; Sukamto, SukamtoThis study aims to find patterns of drug combinations that are often bought together. One way to solve this problem is the Association rule method using the CT-Pro algorithm. This algorithm is a market basket analysis algorithm which is one of the techniques of data mining to study the habitual behavior of consumers in buying products simultaneously. The research method applied consists of data collection. The data used are drug purchase transaction data at the University of Riau Hospital Pharmacy, then system analysis, system design, system implementation, and finally system testing. Based on the results of this study, a combination pattern of purchasing drugs that are sold at the same time is obtained as a reference in increasing drug stocks.Item PENERAPAN METODE OPERATIONAL COMPETITIVENESS RATING ANALYSIS DALAM PEMILIHAN KARYAWAN TERBAIK (STUDI KASUS: KUD BUMI ASIH KECAMATAN KABUN)(Elfitra, 2023-08) Lia, Adek Rahmah; Sukamto, SukamtoBasically employees are one of the most important assets for the company in developing the ability to compete and grow every year and get profits. To improve the quality of employees, company leaders need to do something that can spur employees to compete in improving work performance. One way is to conduct employee performance appraisals to get the best employee selection. This study presents the results of a study on the selection of the best employees in the case study of KUD Bumi Asih, Kabun District by implementing the Operational Competitiveness Rating Analysis method. The method used is a web-based decision support system using the CodeIgniter framework, making this system using the CodeIgniter framework PHP programming language and MySQL as its database. The selection of the best palm oil harvesting employees is carried out once a year by the Leaders through the Harvest Foreman and the local Krani.In selecting the best palm oil harvesting employees, there are four criteria that must be met to become the best palm oil harvesting employees. These criteria are harvest capacity, fruit quality, ancak quality, and attendance. The best ranking results from the use of a decision support system using the Operational Competitiveness Rating Analysis method in selecting the best harvesting employees in 2022 out of 49 alternatives al is alternative A33 with a value of 2 and the lowest ranking is alternative A14 with a value of 0. This research has succeeded in designing and building a decision support system for selecting the best oil palm harvesters using the web-based Operational Competitiveness Rating Analysis method. This system can solve the problem of selecting the best oil palm harvesting employees according to predetermined criteria weight values.Item PENILAIAN KINERJA KARYAWAN MENGGUNAKAN METODE FUZZY TSUKAMOTO BERBASIS WEB (Studi Kasus: Rumah Sakit Permata Hati Duri)(2021-01) Wahyuni, Kiki; Sukamto, SukamtoEmployee performance appraisal is one thing that must be done by a company or organization to be able to evaluate the company's development. Permata Hati Duri Hospital is the largest private hospital in Duri City which also conducts monthly performance appraisals for employees. This study aims to create a performance appraisal system for Permata Hati Hospital employees that can make it easier for the hospital to assess employee performance. The criteria for employee performance appraisal used are competence, professionalism, communication, management and friendliness. The method used in this research is the fuzzy inference system Tsukamoto method. By using 100 employee data and using performance appraisal criteria from the hospital for one month, this study was able to produce an employee performance appraisal system by implementing the web-based fuzzy Tsukamoto method using the PHP programming language and MySQL as the database server. The number of rule bases used in the Tsukamoto fuzzy work step depends on the large number of criteria used. The final result obtained in the system is the employee value ranking that can be used for decision making for the hospital. The accuracy of this employee performance appraisal system is calculated by comparing the system output with the results of the direct score from the hospital assessment. The test results using 100 employee appraisal data indicate that the system built produces an accuracy of 84%. Infants who are born prematurely may suffer more serious health problems than those born on schedule. This is because the immaturity of the organs in the baby's body is malfunctioning. This research aims to implement an algorithm K-Nearest Neighbor for prediction the birth of premature babies at the RSIA Budhi Mulia Pekanbaru. The stages in this research are in accordance with the stages in data mining. This research uses 100 datasets which are then divided into training and testing data by dividing the data using k-fold cross validation as much as 10 folds. So that training data is obtained for each fold total of 90 data and testing data total of 10 data. Based on the results of calculations using the KNN method on the medical record data of patients giving birth to RSIA Budhi Mulia Pekanbaru, it produced the highest levels of accuracy in fold 1, which is 90%, with precision is 87.5% and recall is 100%.Item SISTEM PAKAR DIAGNOSA HAMA DAN PENYAKIT PADA TUMBUHAN JAMUR TIRAMMENGGUNAKAN METODE CERTAINTY FAKTOR(Elfitra, 2022-06) pangestu, Ryan; Sukamto, SukamtoThe oyster mushroom cultivation process is influenced by several factors, one of which is pests and diseases. Pest and disease attacks on oyster mushrooms have the potential to reduce production and even cause crop failure. The knowledge technique possessed by farmers has several shortcomings, one of the most important is the process of determining pests and diseases in oyster mushroom plants. In this study, it is possible to design and create an expert system for diagnosing diseases in oyster mushroom plants, and provide information on disease symptoms in oyster mushroom plants so that they can provide prevention for farmers. A web-based expert system can be used to help solve problems related to diagnosis for handling pests and diseases on oyster mushroom plants appropriately and effectively. The method used to diagnose pests and diseases on oyster mushroom plants is the certainty factor method, because this method can provide a certainty value of a disease against the symptoms that arise. This method can also identify how to treat a symptom. The results of the calculation of certainty factor are the results of the diagnosis of pests and diseases on oyster mushroom plants, as well as the first solution to overcome these pests and diseases. With this expert system, it can help users to make early detection and find out temporary diagnoses of pests and diseases in oyster mushroom plants..Item SISTEM PENDUKUNG KEPUTUSAN PEMILIHAN BUJANG DARA KOTA PEKANBARU MENGGUNKAN METODE MOORA(Elfitra, 2023-08) Wijaya, Fauziah Hikmah; Sukamto, SukamtoThe selection of bujang and dara Pekanbaru City is one of the activities sponsored by the Department of Culture and Tourism of Pekanbaru City. This event is organized as a representation of the younger generation with all their abilities and talents to actively participate and contribute to the community, particularly in the fields of culture, tourism, and creative economy in the local area. The objective of this activity is to strengthen the self-identity and cultural as well as tourism identity, thereby giving birth to Bujang and Dara figures who possess integrity as Tourism Ambassadors, specifically for Pekanbaru City. The selection of Bujang and Dara is not an easy task, considering the number of participants who register, in order to find 12 finalist pairs. Hence, specific criteria are required as qualifications for the selection of Bujang and Dara. The goal of this research is to develop a decision support system for selecting the Bujang Dara finalists of Pekanbaru City using the MOORA method, which aims to facilitate the selection process and expedite the committee's task in choosing the top 12 finalist pairs. The research methodology includes data processing, data analysis, system design, system implementation, and system testing. The data processing involves data collection through observation and interviews, resulting in a total of 133 data points. The data analysis phase includes determining criteria, generating alternative values, performing normalization, followed by optimization, and finally ranking the 12 Bujang and 12 Dara individuals based on the obtained values. The results obtained indicate that the system is capable of producing optimized alternative values for Bujang and Dara, ranked from the highest to the lowest, with the optimization values for Bujang being 0.20949, 0.20720, 0.20621, 0.20535, 0.20419, 0.20409, 0.20333, 0.20316, 0.20316, 0.20311, 0.20229, and for Dara being 0.21131, 0.20936, 0.20926, 0.20813, 0.20676, 0.20629, 0.20534, 0.20460, 0.20384, 0.20368, 0.20368, 0.20134.Item SISTEM PENDUKUNG KEPUTUSAN PEMILIHAN GURU BERPRESTASI MENGGUNAKAN METODE MOORA(Elfitra, 2022-07) Edwar, Afif Farid; Sukamto, SukamtoTeacher selection is accomplished according to the Regulation of the Minister of State for the Use of Personnel and Bureaucracy Reform Number 16 of 2009 on teacher assessment. The selection of accomplished teachers is one of the school events held annually to encourage motivation, dedication, loyalty, and professionalism. The goal of selecting accomplished teachers is to appreciate teachers' enthusiasm, self-evaluation and synergy in educating and enlightening students for 1 year. Through the selection of achievement teachers, it is certainly not easy to make the selection of achievement teachers. The selection of achievement teachers that must be required is the criteria. Criteria as a requirement in the selection of an accomplished teacher. The goal achieved in this study was the implementation of a decision support system using the Multi Objective Optimization On The Basis Of Ratio Analysis (MOORA) method to support decision-making to help schools in providing alternative assessments of achievement teachers. Methods used in research include data processing, data analysis, system design, implementation and system testing. Data processing is obtained from 96 observations, interviews and quizzes. Then the analysis of the data that was done was to determine the criteria, bring up the teacher's alternative grades, normalize it, continue optimization and finally to round out the best teachers from the scores obtained. The results obtained are that the system is able to generate teacher alternative optimization scores has been ranked 3 highest to lowest ranks with optimization scores of 0.11012, 0.10940 and 0.10727.Item SISTEM PENDUKUNG KEPUTUSAN PEMILIHAN PENERIMA BANTUAN RUMAH LAYAK HUNI MENGGUNAKAN METODE ANALYTICAL HIERERCHY PROCESS(Elfitra, 2023-11) Septiani, Monika; Sukamto, SukamtoThe problem of poverty in Indonesia is very urgent to be addressed. Especially in areas that are difficult for the government to reach, one of which is Kubu Babussalam District, Rokan Hilir. One of the general characteristics of the physical condition of poor people is that they do not have adequate access to basic environmental infrastructure and facilities, with the quality of housing and settlements being far below adequate, as well as uncertain livelihoods. Almost all government departments spend funds to help reduce poverty. Especially regarding houses that are unfit for habitation. In selecting a livable house, what is needed is criteria. Criteia are requirements for selecting a habitable house. The aim achieved is to create a decision support system that can help and provide information for recipients of livable housing assistance. The problem solving method used in this system is by using the Analytical Hierarchy Process (AHP) method. In this method, data collection, data processing, data analysis, system design, implementation and system testing will be carried out. Data collection and processing was obtained from observations, interviews and questionnaires totaling 60 data. Then the data analysis carried out is determining the eigen criteria and subcriteria, determining the calculation results between the eigen criteria and sub-criteria and finally ranking. In various attempts by farmers to increase chili production, the disease in chili plants often causes farmers to fail to harvest. The use of pesticides in agriculture is quite important in preventing and reducing disease in chili peppers. Pesticides for chili peppers are widely distributed on the market and have the advantages of each product offered to farmers, so farmers must be more careful and understanding in choosing pesticides to be used in preventing chili pepper disease. The Bukittinggi City Agriculture and Food Service in improving food security makes this one of the efforts in running the program by determining the best pesticide selection in preventing chili plant disease so that it can improve the yield and quality of the chili plant. The best pesticide selection is required. Criteria as conditions in the selection of the best pesticides. The goal achieved in this study was the introduction of a decision support system using the Weighted Aggregate Sum Product Assessment (WASPAS) method to support decision-making to help farmers in providing alternatives to assess the best pesticides preventing disease in chili plants. Methods used in research include data processing, data analysis, system design, implementation and system testing. Data processing is obtained from interviews and literature studies of 30 data. Then analysis of the data is done, determining the attributes and criteria, determining the decision matrix, normalizing the matrix, generating the pesticide alternative value, normalizing, calculating the alternative value (Qi), lastly determining the ranking. The results obtained are that the system is able to produce alternative pesticide optimization values already ranked 3 highest to lowest with optimization values of Tridex 80 WP, Holyzeb 80 WP, Lamzeb 80 WP.Item SISTEM PENDUKUNG KEPUTUSAN PENENTUAN KELAYAKAN PERPUSTAKAAN UNTUK DIAKREDITASI MENGGUNAKAN METODE VIKOR(Elfitra, 2022-07) Jukris, Avisha Delinda; Sukamto, SukamtoThe existence of a school library is important in education, and so accreditation of the school library is carried out with the aim to improve the quality of the library and to increase the interest of reading. Pekanbaru City Library and Archives Service currently determines a school library is worthy of accreditation using a manual system. The purpose of this research is to create a web-based decision support system to determine the eligibility of a school's library to be accredited using the Visekriterijumska Optimizacija I Compromisno Resenje (VIKOR) method. In this research, 15 schools consisting of 6 elementary schools and 9 junior high schools were used. The criteria used refers to the school library accreditation instruments issued by the National Library that consists 6 criterias: collections, library facilities and infrastructure, library services, library staff, library management, and reinforcements. The results obtained for the Elementary School Libraries that ranked the best were Darma Yudha Elementary School. Al-Ittihad Elementary School, and Al-Rasyid Elementary School, and the lowest rank was Elementary School 62 Pekanbaru. This prompts many people to take part in study programs to prepare for the test. However, selection of English language course institutions still uses inefficient manual methods. Therefore it is important to build a decision support system that can assist people to select the institution of English language course. The system was created using Simple Additive Weight (SAW) method. At the Wali Nagari Simpang Office there are activities for submitting proposals with funds allocated for each activity that is feasible to be funded. The evaluation process of the proposal was carried out by the verification team directly in the field and was still done manually. Due to that condition it is possible to make a decision support system for determining to acceptance of village activities proposals using web based topsis method. The system created by using UML diagrams, applying the PHP programming language and MariaDB database. The resulting system is able to process the timetable for receiving proposals, processing proposal data to be calculated and reports on the number of proposals received and rejected and making it easier for proposers to submit their proposals online. The final result of the topsis calculation using five experimental data on the system is a ranking sorted by the preference value of each alternative from the largest to the smallest value, where there are three proposals received that have the highest value and two proposals rejected because they have the lowest value. Some of these problems include determining outstanding students only at the school level and done manually because the criteria used are only based on report card scores. This study for determination of student achievement towards high school level high school achievement students in West Rengat District which is carried out by Riau Provincial Education Office Branch IV, aims to create a system that can facilitate the Riau Provincial Education Office Branch IV when determining outstanding students. The criteria used in this study were the average value of report cards, the number of extracurricular activities, organizational activeness, the number of academic achievements, and the number of non-academic achievements. The method used was the weighted product method. The design used in system design was the unified modeling language which consists of Use Case Diagrams, Class Diagrams, Activity Diagrams, and Sequence Diagrams. By using 100 student data of outstanding prospective students, this study was able to produce a determination of outstanding students by implementing the weighted product method. The final results obtained in the system were the results of the ranking of outstanding students which can be used for decision making for the Riau Provincial Education Office Branch IV. The results of this study were expected that the resulting system can facilitate the process of determining outstanding students, especially at the Riau Provincial Education Office Branch IV.Item SISTEM PENDUKUNG KEPUTUSAN PENILAIAN KINERJA GURU MENGGUNAKAN METODE FUZZY TSUKAMOTO (Studi Kasus: SMPN 10 Pekanbaru)(Elfitra, 2022-07) Aurelia, Dea; Sukamto, SukamtoTeachers are professional educators who played an important role in educating the nation's life in charge of educating, guiding and evaluating students and is expected to be able to participate in national development. To be able to assess the performance of a teacher's task as an educator, it is necessary to assess the teacher's performance. State Junior High School 10 Pekanbaru was one of the schools in Pekanbaru which evaluate the performance of teachers every year. This study was conducted to determine the level of accuracy using the results of the fuzzy tsukamoto method and to design a decision support system for teacher performance assessment at State Junior High School 10 Pekanbaru. This study used 48 data from subject teachers at State Junior High School 10 Pekanbaru. The criteria used to asses the the teacher's performance were pedagogic, personality, social, and professional. The results of 48 teacher performance assessment data, there were 37 accurate data using the fuzzy tsukamoto method with a good accuracy rate of 77.1%.Item SISTEM PENDUKUNG KEPUTUSAN PENILAIAN PRESTASI BELAJAR SISWA MENGGUNAKAN METODE TOPSIS(Elfitra, 2022-07) Asparida, Asparida; Sukamto, SukamtoAchievements are the results that a person has achieved in carrying out activities. Currently, there are still several schools that have not used the decision support system in the assessment of outstanding students, one of which is SMA Negeri 1 Tapung Hulu. The determination of student achievement in high school is carried out by each homeroom teacher still manually. This study aims to produce an application that can later make it easier for the school to evaluate and determine the decision on the assessment of outstanding students at SMA Negeri 1 Tapung Hulu. The method in this study uses the TOPSIS method, which is a multi-criterion decision-making method that uses the principle that the selected alternative must have the closest distance to the positive ideal solution and the farthest distance to the negative ideal solution. The system is designed using UML. The creation of the system uses the PHP programming language and the database. The final result of the TOPSIS calculation uses 400 student score data with 5 criteria, namely Knowledge, Skills, Attitudes, Absences, Extracurriculars. The experiments on the system were a ranking sorted by the largest to smallest values, and the calculation results from the 400 data were obtained by 3 outstanding students, namely First with preverence result scores (0.868), Second (0.858) and Third (0.781).
