Item Bioeconomic Analysis of Capture Fisheries in Bengkalis Regency(2014-12-18) Pareng, Rengi; Usman, M. Tang; Yusni, Ikhwan SBengkalis coastal and offshore seas are well known for high fishing productivity. Fisheries sector had a significant contribution to regional economy, thus the development of fisheries become important for local government policy to increase fishermen welfare. However, it was indicated that the Bengkalis fishing production showed a decreasing trend which suggested an overfishing status. The present research aimed to analyze the fisheries resources state in Bengkalis Regency, and performed a Shift Share (SS) Analysis as well as Location Quotient (LQ) Analysis, to determine the trend of fisheries sector to Bengkalis economy. Furthermore, Bioeconomic Analysis and Institutional Analysis were also carried out to describe the institutional aspect. Apparently, Parang-parang (Chirocentrus dorab) have been over exploited. Bioeconomic analysis revealed that exploitation rate of Parang-parang reached 263%. Natural growth level of Parang-parang was calculated of 1,142, capture capacity coefficient was 0,0000002721 and carrying capacity coefficient was 168.882,96. Bioeconomic analysis result of Kurau (Eleutheronema tetradactylum) was overfishing 33,42%. Natural growth level of Kurau was 0,614, capture capacity coefficient was 0,00000020 and carrying capacity coefficient was 28.820. Fisheries management policy of this economic resources had better used MEY regime. Based on LQ and SS analysis, it appeared that fisheries sector had high effects to regional economic so that fisheries development provide significantly contribution to public welfare opportunity. The degradation of marine ecosystem and high exploitation (overfishing) become a serious problem. The role of social culture (local wisdom) should be revitalized. Stakeholders involved in fisheries development policy were fiseheries office, Bengkalis Parliament, Forestry Departement and Bengkalis Environmental Agency.Item Identifikasi, Eksplorasi Potensi Dan Sumberdaya Perikanan Tangkap Kabupaten Bengkalis(2015-03-05) Rengi, Pareng; Tang, Usman M.This research aimed to determine 1) characteristic of fisheries resources in Bengkalis Regency, 2) potention of fisheries resources in Bengkalis Regency. This research analyzed by Waters Ecology Analysis, Shift Share Analysis, Location Quotient (LQ) Analysis, Institutional Analysis and Bioeconomic Analysis. The result showed that waters ecology condition in Bengkalis had some support waters condition (according physic and chemical parameters) and degradation waters condition that was out of water’s quality standar. According to economic aspect by LQ and SS analysis, fisheries sector had high contribution to regional economic so that fisheries development gave public welfare opportunity, but degradation condition like overfishing became serious treatment that was to be concered for development and management sector. Social culture’s role (local wisdom) have not built. Fisheries management have done by personal and goverment institution. Stakeholders involved in fisheries development policy were DKP, DPRD, Forestry Departement and BLH. Analysis result of fisheries resources potention namely Parang-parang and Kurau was overfishing. Fisheries management policy of this economic resources had better used MEY regime.Item Teknologi Penentuan Sistem Transmisi Tenaga Pada Kapal Nelayan Tradisional Di Kepulauan Bengkalis(2016-03-22) Nasution, Polaris; Irwanto; Bakri, Saipul; Eri, Muhammad; Rohani; Munab, AbdulKapal nelayan tradisional di kepulauan Bengkalis dalam penentuan ukuran poros dan spesifikasi sistem transmisi masih berbasis manual dan secara turun temurun yang dilakukan oleh pihak galangan dimana dalam menentukan ukuran poros hanya berdasarkan kapal yang telah diproduksi sebelumnya dan yang tersedia dipasaran dengan tanpa memperhitungkan aspek teknis dalam perancangan sehingga poros yang telah digunakan sering menimbulkan permasalahan, seperti patah, aus, defleksi, korosi, deformasi dan fatik daimana salah satu penyebabnya adalah tidak tepatnya pihak galangan dan nelayan itu sendiri dalam menentukan spesifikasi poros dan sistem transmisi dari permasalan tersebut, dalam penelitian ini menganalisa kembali penentuan poros dan sistem transmisi pada kapal nelayan tradisional berdasarkan Rule, Klasifikasi (Biro Klasifikasi Indonesia/BKI) dan berdasarkan sumber-sumber pustaka. Agar apa yang selama ini menjadi permasalahan bagi nelayan Kabupaten Bengkalis dapat ditekan seminimal mungkin.
