Item Analisis Kelembagaan Penyuluhan Pertanian di Kota Pekanbaru(2013-01-26) Wahyudi,Zikri; Sayamar,Eri; ArifudinThis study aims to probe the implementation of agricultural extension in Pekanbaru City according to articles 13, 14, and 15 Act Number 16 year 2006 upon the Extension System of Agriculture Fisheries and Forestry (Act SP3K) and analyze the agricultural extension institutions in Pekanbaru City by using SWOT analysis. The research method was executed through the survey where the purposive sampling as the data collection system, which semistructured interviews with the 30 respondents was conducted, with the detail 15 people from the Counseling Executing Agency of Pekanbaru and 15 people from the three Technical Units of Agricultural Extension Agency (UPTB PP) District of Pekanbaru. The collected data were tabulated and analyzed descriptively by using SWOT analysis. In order to analyze the implementation of articles 13, 14 and 15 of Act SP3K in Pekanbaru, it was done by utilizing Likert's Summated Rating (SLR). The results of the research showed that: (1) the Counseling Executing Agency of Pekanbaru has performed its functions and duties in accordance with article 13 of Act SP3K No. 16/2006, (2) Since the Agricultural Extension Commission has not formed yet in Pekanbaru City, therefore the article 14 of Act No.16/2006 can not be implemented by the Agricultural Extension Institution of Pekanbaru, (3) whereas Article 15 of Act SP3K No.16/2006 related to the role of UPTB PP was already be implemented as it should, (4) Recommendations of the study is, in terms of farmers highly response and orientation towards the innovation, by enhancing the infrastructure support as well as the coordination among relevant agencies, it will strengthen the agricultural extension institutions in Pekanbaru City.Item Distribution Of Income And Welfare Level Of Kkpa Farmers In Petalabumi Seberida Indragiri Hulu District(2013-03-06) Andriyani, Kiki Fitri; Sayamar,Eri.; ArifudinThis study aims to; (1) analyze the oil palm farmers income structure smallholder farmer cooperation of plasma pattern (KKPA); (2) Know the distribution and income inequality palm planters of KKPA pattern; (3) Analyze the welfare of oil palm farmers of KKPA pattern. This research was conducted in the Petalabumi village subdistrict Seberida Indragiri Hulu. 40 Samples were taken from 383 population, who have 16 years age oil palm. The methods analysis were income structure analysis, Gini Ratio and Lorenz Curve, and 14 welfare indicator of basic needs. The results showed that; (1) the income distribution is classified 40% low, 40% middle, 20% belonged to the highest; (2) there is a low level income inequality, on the other hand the level of inequality is perfect; (3) the level of welfare is highest, seen the basic need indicators.Item Pengaruh Lingkungan Kerja Terhadap Kinerja Pegawai Pada Dinas Tanaman dan Hortikultura Provinsi Riau(2014-02-17) Didik, Rianto; Evy Maharani; ArifudinThis study aimed to determine: (1) Officers’ performance at the Department of Crop and Horticultural Riau Province; (2) Work environment consists of the physical work environment and non-physical work environment; (3) The effect of work environment on officers’ performance. 76 officers were interviewed for the study were collected by Disproposionate Stratified Random Sampling and using Slovin formula. The analysis of the data for the first objective and the second were a Summated Likert Scale and simple regression for the third objective. The results showed that: (1) Officers performance is in good categorize, it is known from the average score 287.5, (2) Work environment consists of the physical work environment of officers in both categories is also categorized good, it is known from the average score is 278.4 and a non-physical work environment of officers is 299.5; (3) Work environment affects significantly to officers’ performance, it is seen from the analysis of the value of the regression coefficient 0.376, with the level of confidence 95%.Item “Pengaruh Program Kemitraan Oleh Ptpn V Terhadap Tingkat Pendapatan Petani Semangka Di Kelurahan Simpang Baru Kecamatan Tampan Kota Pekanbaru”(2013-01-30) Pakpahan, Rini Aprilia; Cepriadi; ArifudinThe study aims to determine the revenue respondents before and after the program, analyze the causes do not change the use of the means of production of watermelon and how the rights and duty of PTPN V and respondents. The method used is the method of survey respondents with a purposive sampling technique by the total number of respondents were 13 people. The results showed an average of 1 hectare of land area farmers with a total production cost of farming watermelons before 32370.800/year and after 38280.800/year increase of 15.44%, the average gross income built before Rp 49546.154/year with an average production rate of 26.077/year rose by 5.80% to 26.692/year and net income before the amount Rp.17.175,354/year be 28449.969/year (65.64%). Before and after the program, the use of the means of production remain as respondents around the needs of watermelon cultivation tokke supplied by the agreement are entitled tokke prices. However, after the assistance, assisted respondents are able to meet the needs of a watermelon farm without the help of tokke so farmers more independent. Rights and duty between PTPN and respondents also been running well.Item Peran Penyuluhan Dalam Pemberdayaan Petani Kelapa Sawit Pola Swadaya di Kecamatan Tambusai Utara Kabupaten Rokan Hulu(2014-02-15) Pramono,Andi Joko; Rosnita; ArifudinThe purposes of this research are: (1) To identify the role of extension toward independent smallholder farmers of palm oil; (2) To know the empowerment level of the farmers; (3) To analysis the relation between extension’s role on empowerment the farmers. This research was conducted at Bangun Jaya Village at North Tambusai Sub-district of Rokan Hulu. Samples were determined by purposive sampling methods with consideration that the location has active extension activities and has farmers group. 45 independent smallholder farmers of palm oil were taken as respondent. Validity and reliability analysis has been done on the measuring instruments. Data’s analysis to acknowledge the first and second research purpose used Scale Likert’s summated Rating (SLR), whereas multiple linear regression used to acknowledge the third purpose of this research. The Result showed that: (1) The extension role is categorized enough, that are consisted of facilitation, supervision, monitoring and evaluation is categorized enough, while on education, information dissemination, and consultation is categorized have a role; (2) The empowerment level is categorized well, that are consisted of human resources and productive economy is categorized well, while on institutional is well enough; (3) Empowerment of independent small holder farmers affected significantly by the role of extension in education, facilitation and consultation, and monitoring and evaluation, however the role of extension does not significantly affect on dissemination and supervision of the farmers empowerments.
