dc.description.abstractAbstract Sanitary conditions in the city of Pekanbaru many setbacks in 2012, and left the city failed to retain the trophy pekanbaru Adipura defended seven consecutive years. Office cleanliness and landscaping Pekanbaru city experiencing problems such as lack of sanitation facilities and transport infrastructure, extensive damage conveyance, as well as participation and community participation is still very low. Therefore it is very difficult to control the issue of cleanliness Pekanbaru city without any appropriate means, the effectiveness of work and help from the community itself. This study, the informant was the head office, secretary, head of the field, cation-cation in question in accordance with the position and authority held. The research method used in the preparation of this thesis is a qualitative descriptive theory used in writing this thesis is the theory of the policy, public policy, and the implementation of policies kebijakan.Dimana made a concrete step solely related agencies to control hygiene in the city pekanbaru. The results of this study indicate that these programs (strategies) to megendalikan cleanliness in the city of Pekanbaru is not maximized, especially in 2012. The reason is the strong inhibiting factors that influence policy and policy implementation. Factors that hinder is the lack of transportation infrastructure, the lack of supervision in the field, lack of socialization and whole communities and the role of public awareness Pekanbaru city will clean life deteriorated even further reduced. Failure to maintain a clean city Pekanbaru city caused internal and external factors. Internal include many transportation infrastructure damaged hygiene, lack of supervision of field officers, officials declined discipline, motivation forces decreased. Factors external to lack of awareness and participation in environmental hygiene, the population continues to grow Pekanbaru city. At the time of assessment Adipura city is not in a condition conducive pekanbaru so ineffective programs / strategies undertaken appropriate agencies so it is very difficult to control the cleanliness of the city of Pekanbaru without the cooperation of the community.en_US
