Abstract
PNPM Mandiri is a community empowerment policies and programs established by
Decree of the President of the Republic of Indonesia Number 54 Year 2005 on Poverty
Reduction Coordination Team, which is then passed through the Minister of Home
Affairs No. 414.2/75/PMD 2007. PNPM-PPK program target is the poor who need
financing productive activities especially savings and loan activities for women's
groups. The main source of PNPM-PPK funds from the state budget, budgets, nongovernmental,
and partisifasi operating funds. BLM fund their own districts established
by the government to consider the number and distribution of the population. PNPMPPK
in question here was implemented in Pangkalan Kerinci district since 2009. The
result showed that the responses of informants 1) Implementation of the National
Community Empowerment program PNPM-PPK in Pangkalan Kerinci District of
savings and loans, especially for the women in the village of Prosperous obtain funding
on the basis of the number of people more, female members of savings and loans are
increasing every year 2) Lack of recognition is done facilitators and implemetor district
or unit managers, and TPK to the community and also members of women's groups and
community mnyebabkan many savings and loans groups of women do not know the unit
PNPM-PPK program, 3) requirements that are not in accordance with the Operations
manual PNPM-PPK in 2007 is considered very burdensome for members of the
women's group is one of the conditions in the compulsory by TPK and UPK for group
members who received PNPM-PPK funds were considered not worth the amount of the
loan obtained. In addition to the members of the group who did not have not been able
to obtain a loan guarantee fund PNPM-PPK.
