Abstract
Technical Unit Testing Department of Motor Vehicles (UPTD PKB) has a
Standard Operating Procedure (SOP) in the ministry so that it made the head
UPTD PKB should have a way of communicating to employees to make SOP for
guidance in service. Seeing at this phenomenon, researchers feel need to research
for leadership in implementing communication strategies Standard Operating
Procedure (SOP) in the Technical Unit Testing Department of Motor Vehicles
(UPTD PKB) at Pekanbaru city. The purpose of this study to determine the
vertical and horizontal’s communication in implementing SOP in UPTD PKB at
Pekanbaru city. This research use a qualitative of descriptive approach. The
techniques of the collecting the data is observation, interviews, and
documentation. The subjects were headmaster of UPTD PKB, employees also the
communitees who have an interest and the object of research is leader of
communication strategy. Examination of the validities of the data and techniques
used an extension of participation and triangulation. The results showed that the
communication strategies used are quite as good as the leadership of department
memorandum, breafing, via phone and interpersonal of communication.
Coordination were had between fellow of employees were good enough, but still
at there, some employees that have not implemented the SOP too for guidance in
serving the communities. And there two technicals and non-technicals issues that
occur the inhibited of employees in implementing SOP technical issues the related
to the lack of supporting facilities, while about the non-technical issues that have
some staffs were used in some events.
