Abstract
Local democracy is a part of the political subsystem of a country that is degrees of
influence in the corridors of local government. Local Democracy in Indonesia is a subsystem
of democracy that provide an opportunity for local government in developing the lives of the
people's relationship with the local government in its environment. One such application is
the democratic village elections Hall Cemetery District Sub-Province Bengkalis in 2012.
With a population of 40,000 inhabitants in the population census conducted by the election
committee who are entitled to vote by 22,000 souls were later endorsed by the election
committee and has the right to choose the head of the village. However, in the
implementation of the voting, while as many as 13,800 souls who do not exercise their right
to choose as many as 8,200 people.
Type of research is a descriptive study conducted in the Village Center District
Cemetery Sub-Province Bengkalis. Reason for site selection study for the Village Hall
Cemetery is the largest country, both in terms of area and population among adminstrasinya
villages in Kecamatan Mandau. The population in this study are members of the village and
the people who do not exercise their right to vote at the Village Hall Tomb of the region as
much as 22,500 people. The sample in this study as many as 30 people. Data analysis was
carried out by collecting all the information from respondents (questionnaire), interviews, and
observations, further analysis is presented in the form descripitif the research done by
businesses collect, collate, and interpret existing data and then analyze the data, evaluate it,
describe and analyze more clearly from a variety of factors related to the condition, situation,
or phenomenon under investigation.
