Abstract
The research goal is to describe the social competence of tutors in implementation of
educational equality. The research concept is that the social competence of tutors is
important to increase the service quality in non-formal learning activities. The
research uses qualitative method and interview is primary technique to collect the
data from the informen. The research is taken place at PKBM Syafira, Pekanbaru,
starting on March to May 2013. The research subject is 3 tutors of PKBM on Paket C
Program. The results describe that the social competence of tutors is classified quite
high. It is because the they did their best in written and verbal communication
politely. They used information and communication technology in doing their job
professionally. They touch students friendly. They were able to communicate and
associate well and friendly with their students, their collage, administrative staff,
students parents, and community who live around the PKBM as well as possible. So,
the learning process at PKBM run well.
