dc.description.abstractThis paper analyses the political economy of sister city partnership between Karo regency (Indonesia) and Zundert (Netherland) since 2007 through 2012. Complexity of transnational relationships provide opportunities for non-state actors, including local community which directly linked with community in other areas through the territorial boundaries. Letter of Intent in 2007 between the two regions as a starting point of cooperation in the fields of tourism, science and technology and education, agriculture and fields of health. This cooperation established people to people relationship, bussiness to bussiness transaction, and government to government , which provide economic and political benefits for both regions can be seen from the programs conducted during 2008 through 2012en_US
