Abstract

Study entitled by supervision of the implementation of the electronic identity card (e-KTP) program in the Pekanbaru City is written in 2011-2012 to determine the regulatory process that undertaken by Department of Population and Civil in Pekanbaru in the implementation of e-ID card program and to determine the factors that hamper the implementation of supervision conducted by the Office of Civil Registration in Pekanbaru. This study describes how the process of the implementation supervision of the Head of Department in supervision assisted by a team that formed by the Head of the government programs that program-based electronic identity card. Inherent supervision theory is the premise in this study. This research describes the writting in a descriptive way that can be interpreted as a problem-solving procedure is surrounded by depicting or describing a state or subject or object of research at the present time. Population and Civil Registration Department of is a government institution that is useful to perform most of local government tasks in terms of population administration, Department of Population and Civil Registration established by local regulation No. 8 of 2008. The form of supervision by the Head of Department who assisted by the monitoring team is the supervision of the Monitoring Team socialization, infrastructure (operational vehicle and data recording devices), as well as performance evaluation and in conducting supervision UPTD on e-KTP program in in Pekanbaru are the lack of Human Resources (Monitoring Team) in the implementation of the program, and the lack of supporting infrastructure of supervision, as well as the most important problem is the lack of coordination. The conclusion that can be drawn from this research are implementation of e-KTP program in every district in Pekanbaru can not fulfill the target that given by the government, This is because the function of the monitoring team as supervisory less than optimal in performing supervision. And also have the some of the obstacle in conducting supervision of e-KTP program in in Pekanbaru are the lack of Human Resources (Monitoring Team) in the implementation of the program, lack of supporting infrastructure of supervision, as well as the most important problem is the lack of coordination.
