This research aim to analyze the dominant factors affecting the fish consumption expenditure in Riau Province and how is the respond of demand on fish upon the dominant factor that affecting it. In this research the fish are divided into three groups, fresh, salted and preserved fish, and shrimp and other aquatic animals. The data used in this research is secondary data in the form of raw data from the national socio-economic survey in 2008 which was obtained from the Central Bureau of Statistics Indonesia. The collected data is the data of household spending on fish consumption in Riau Province, the price, the number of household members, the area (towns and villages), as well as the wife’s educational level of the household. The analytical method that is used is Seemingly Unrelated Regression (SUR) with Almost Ideal Demand System (AIDS) as the model. The study results showed that: (1) household income is a factor that determines more upon the expenditure of salted and preserved and fresh fish rather than the price change, which preserved and salted fish is unresponsive upon the changes in income, while fresh fish is responsive, (2) expenditure on shrimp and other aquatic animals is unresponsively affected by the price of shrimp and other aquatic animals itself and the price of fresh fish.
