dc.description.abstractMeranti Islands Regency Government, seeks to explore the potential of the area through the local financial revenue which is used as a source of local revenue. One attempt to do is to create a policy on the collection of fees for services that will be outlined in the Regional Regulation. Collection of user charges for services policy for Meranti Islands Regency has not materialized in the form of local regulations, but is still a Draft Regulation that does not have the force of law against the levy collection efforts for services Meranti Islands Regency. The purpose of this study is to investigate the formation process of the formation of Draft Regulation (Ranperda) Levies on Business to Regulation (Regulation) Meranti Islands Regency and know the obstacles in the process of formation of Draft Regulation (Ranperda) Levies on Business Services to Regulation (Regulation) Meranti Islands Regency. This type of research is a descriptive fact-finding with proper interpretation, the data analysis in this research is the analysis of qualitative data. The results showed that the process of the formation of Draft Regulation (Ranperda) Levies on Business to Regulation (Regulation) Meranti Islands Regency, was conducted based on the stage that is the preparation of the agenda being done to facilitate the completion of Draft Regulation Meranti Islands Regency on Levies business, policy formulation, policy adoption, which was conducted impelemntasi and assessment of Draft Regulation on Fees Meranti Islands Regency Enterprises Services. Kesmunya has been done by local government Meranti Islands, but has not been able to realize the Draft Regulation on Fees Meranti Islands Regency Enterprises Services to Regional Regulation on Fees Meranti Islands Regency Enterprises Services. Obstacles encountered were not thorough involvement of elements in support of the formation of Draft Regulation on Fees Meranti Islands Regency Enterprises Servicesen_US
