Abstract
Government service that has been implemented in truth intended to create a fair and prosperous
society across either materil or spiritual based on Pancasila in Indonesian platform independent,
united, sovereign and independent work life of the people in a nation that is peaceful, tranquil, orderly
and dynamic and mixing within the world of an independent and sovereign state. Making primary a
quality public services is one of the hallmarks of a good governance. Objective of this study is to
analyze the principles of good governance (public service case study in Kelurahan Tangkerang Utara
Kota Pekanbaru). The research was conducted in Kelurahan Tangkerang Utara Kota Pekanbaru, with
a total population in this study are all officer totaling 13 villages and communities that do management
letters amounted to an average of 25 people. Informants used by 13 persons, they are: 1 head of the
office district, 1 secretary, 11 staff, and the community of 25 people, so the total number of 38
informants. In this study, data were analyzed using descriptive qualitative analysis that is trying to give
a clear and detailed statement found on a field of application of the principles of good governance
(case studies of public services in Kelurahan Tangkerang Utara Kota Pekanbaru). The results showed
that the application of the principles of good governance in Kelurahan Tangkerang Utara Kota
Pekanbaru in the form of public service based on the service indicator that transparency,
accountability, conditional, participatory and equality rights, the balance of rights and obligations are
measured judged good enough. Factors which become obstacles in the application of the principles of
good governance in Kelurahan Tangkerang Utara Kota Pekanbaru is skills factor possessed by the
officer. Recommended to the membership officer for more skills in using electronic equipment, and also
increase his discipline to the services provided to the community can be more optimal.
