Abstract
This study wanted to find out and analyze the impact of compensation
expense benefits in improved employee performance Bureau of Law,
Organization and Management of the Regional Secretariat of Riau Province. The
background of this study is the low performance of employees is seen from the
level of labor discipline, productivity and public service. Compensation is one
alternative to increase the performance.
This study aims to determine the impact of compensation expense benefits
in improving the performance of employees in the Bureau of Law, Organization
and Management of the Regional Secretariat of Riau Province in 2011. The
research is based on the theory of public policy and implementation of public
policy as a tool of analysis and theory as an indicator of performance evaluation
of the compensation benefits the workload. This research was conducted using
qualitative methods in the Bureau of Law, Organization and Management of the
Regional Secretariat of Riau Province, the data obtained either directly or
indirectly, which are then analyzed using descriptive data analysis.
Based on the review of the data and the analysis shows that the
compensation policy of providing employee benefits expense a significant impact
in improving the performance. It was marked from the level of the better work
discipline, completion of the job on time and so forth, although there are still
complaints from employees but it is not caused by the policy of employee
compensation expense allowances but more due to the style of leadership that has
not been able to build mechanism harmonious and conducive working.
implementation of compensation policies in employee benefits expense of Legal,
Organization and Governance Riau Provincial Secretariat influenced by resource
factors and factor structure of the bureaucracy.
