Abstract

This research describes the policy of Brazil rejecting the carbon trade mechanisme in Conference of The Parties in 2012. This problem began in 1999 when states in the world focused to discuss the global warming and joint implementation to counter the emission. In 2009 at the 15 meeting Conference of the parties, that dealed the emission trade between the annex and non annex. The writer collects data from books, encyclopedia, journal, mass media and websites to analyze the policy of Brazil rejecting the carbon trade mechanisme in Conference of The Parties in 2012. The theories applied in this research are foregin policy decision theory from William D. Coplin and national interest concept from Donald. E. Nuchterlain. The research shows that the policy of Brazil rejecting the carbon trade mechanisme in Conference of the Parties is that carbon trade mechanisme giving disadvantage the non annex state. Because with the carbon trade Brazil have to keep the forest and prohibit to increase the Industrialization. The state that can explore the industrialization is just the annex state.
