Abstract
The extent of Kampar regency and still many lands who have not certified a policy of Certification Services for The People of The Land (Larasita) very precisely implemented in the district. The problem in this study is how the implementation of policies of Certification Services for The People of The Land (Larasita) in Kampar District Land Office and the factors in the implementation of the policy. As for the purpose of this study is to investigate the implementation of policies Larasita in Kampar District Land Office and the factors which become obstacles in the implementation of the policy.
The concept of the theory is that researchers use policy and policy implementation. This study used qualitative research methods to analyze the data is descriptive analysis. In collecting data, the researcher used interview techniques, observation and documentation. By using key informants as sources of information.
The results of this study suggest that the People's Implementation Services for Land Certification (Larasita) in Kampar District Land Office already running. However, there are still many obstacles in the implementation of the policy of Certification Services for The People of The Land (Larasita). Include: limited human resources (managing) both in quality and quantity, the implementation of Larasita require substantial funds, the enthusiasm of the people is still low, yet uniform Larasita complete supporting facilities and weather factors.
