Abstract

Unemployment problem is a complex problem faced by the Indonesian government, which became one of the major problems of unemployment caused by regulations that do not work properly and because of the existing economic structure has not been able to create appropriate employment opportunities and in sufficient quantity to absorb the existing labor force. Increased growth in the private sector since the implementation of regional autonomy was encouraging because it will be able to minimize the number of unemployed, especially on the local residents. Therefore necessary role of government in setting. Therefore, local government makes policy on employment in accordance with needs in the area that must not be contrary to the laws that exist on it. To overcome the problem of unemployment and employment in the city of Pekanbaru, Government makes a policy of employment set out in the Regional Regulation No. 4 of 2002 on the placement of the local workforce. Regional Regulation is comprised of 30 chapters. The background of the birth of this local regulation is seen phenomenon in the city of Pekanbaru is increasingly difficult to get employment business growth amid booming in Pekanbaru. The number of non-local residents or visitors who are interested and have worked in Pekanbaru that limit opportunities for the local workforce to be able to work in the city of Pekanbaru. To protect the rights of the local workforce and avoid social jealousy. This regulation aims to use local labor optimally by various companies and business units or located in Pekanbaru. With the local regulation, expected population in the city of Pekanbaru to get a job in the company - a company that is in the city of Pekanbaru and can reduce unemployment and improve the welfare of local residents.
