Item DINAMIKA KONFLIK PEMILIHAN UMUM KEPALA DAERAH DI KOTA PEKANBARU TAHUN 2011(2013-01-16) WAHYUDI, BIBITAbstract Rules of the election has been set in law Number. 32 Year 2004 on Regional Government and Government Regulation No. 6 of 2005 on the Procedures for Selection, Validation, Appointment and Dismissal of Regional Head, Government Regulation No. 17 of 2005 as an evaluation of PP. 6 of 2005 and Act No. 12 of 2008 concerning the second amendment to Law No. 32 of 2004. However, the existing regulations, there are still violations that occurred and it was done by the participants, and the organizers of the election as well as the Mayor and Acting Mayor of the city of Pekanbaru Year 2011. So that it triggers jealousy, feeling aggrieved by the offenses committed by one of the candidates other candidates using the same methods that violate the rules and there was a dispute that sprang conflict. In general, the conflict in the form of a political strategy to bring down opponents behind the scenes or not open (stealth), but over time the complexity of the problems that happen to be open nature of the conflict, had been acts of violence such as shootings and arson, although no can be known for certain who did, but these things can be easily detected by the society, especially political analyst. Based on the results of this study, it can be explained that there are several factors that cause conflicts in the general elections of regional heads Pekanbaru City in 2011. These factors resulting from regulatory elements election, election participants and attendees election bearers of political parties and election organizers. Factors causing conflict of laws elements are: the number of issues that have not been regulated and granted sanction such a campaign in the election laws outside the schedule, black campaign, money politics, and the use of official vehicles. Factors causing conflict by the participants are: the mutually destructive attributes of the opponent, political imagery, public opinion, and involve local officials. Factors causing conflict bearers of the party candidates for the election are: removal of party support and internal conflicts that do not comply with the mandate of the DPP party as Democrats displacements to partner PAS and PDI-P party conflict, as well as the party's entire stock system. Factors causing conflict election organizers are: conspiracy involved with one of the candidates, election monitoring is less effective due to the lack of personnel and infrastructure elections supervisor, as well as less stringent sanctions from the election organizers.
