    Based on research by the author on National Unity, Politics and Public Protection in Pekanbaru City issued a letter permitting research / research and licensing Registered Certificate to the public there are still problems in its implementation such as the following, are still lack of professional licensing services that given to the public officer, is still not understood the requirements of the licensing procedure which must be passed by the people.This study intends to find out How Application of Principles - Principles of Good Governance in the Permit Process By National Unity, Politics and Public Protection Pekanbaru. The benefits that can be drawn from the results of the study will include: This research is expected to benefit both theoretically and practically. Theoretically, this research is expected as part of efforts to develop science, especially with regard to the science of local government. Practically, this research is expected to provide information about the National Unity, Politics and Public Protection Pekanbaru manage the licensing of research / research and permit Registered Certificate, especially with regard to permissions given to the public in making policy.The theory used in this study is the theory Agus Dwiyanto of the principles of good governance by using indicators of participation, transparency, accountability, effective and efficient. The method used in this research is descriptive qualitative data collection techniques include observation and key informant interviews were used in this study is, Head of National Unity, Politics and Public Protection Pekanbaru, Employee National Unity, Politics and Public Protection Pekanbaru City People who care and research license / research and Registered Certificate (SKT).Based on the results of research through interviews and observations, can be categorized quite maximum, due to the persistence of the constraints and problems encountered on the Application of Principles - Principles of Good Governance in the Permit Process By National Unity, Politics and Public Protection Pekanbaru.
