    Analysis Pattern of Potency and Fisheries Development in The Bengkalis Regency, Riau Province

    Bengkalis waters is experiencing over fishing (DKP Riau Province, 2011). The purpose of this study is to analyze the fisheries potency and the level of exploitation in the coastal and marine zones and to understand the level of fishermen income in the Bengkalis waters. Data were obtained directly from the fishermen and the secondary data were obtained from related institutions. Results shown that the potential of sustainable fisheries in the coastal zone of the Bengkalis is 1,287.09 tons / year, while that of the marine zone is 7,608.17 tons/ year. The exploitation rate in the coastal zone is 113.04% and that of the marine zone is 90.94% in 2013. In the coastal zone, the average of Benefit Cost of Ratio (BCR) = 1.89, with the average of income revenue was Rp 19,035,000,-/year, while those of the marine zone is 1.96 and Rp 83.442.000,-/year respectively.

    STRATEGI PENGELOLAAN SUMBERDAYA PESISIR BERBASIS MASYARAKAT DI KABUPATEN INDRAGIRI HILIR (Studi Kasus Kawasan Panglima Raja Kecamatan Concong)

    The research was conducted on July to August 2008, it was aimed to know the characteristics of fishermen in Panglima Raja Indragiri Hilir Regency and to identification and description about strategy on coastal resources management in Panglima Raja Indragiri Hilir Regency. The reserach was using by grounded research as the same case study method. The result of this research was concluded, the social economy condition of fishermen in Panglima Raja among of them depend on fishing activities, low education in elementry school only. The culture among of them is Duano Community, their activities depend on the sea, the house is called "Kajang" and then there are malay culture in coastal zone these is knowing in religion and nationalism celebrate. The srategy on coastal resources managament based community in Panglima Raja was compiled that are: Strategy of institution development, Strategy of accompanying, research and training. Strategy of infrastructure development and environmental management. Strategy of generating income development and Strategy of marketing acces development of fisheries product.
