    Community Participation In The Neighborhood Institution In The Field Of Security And Social Order Case Studies In Institutional Rt 03 Rw 06 Sidomulyo West Village Subdistrict Tampan Pekanbaru City

    This study aims to answer what duties and functions of Institutional Neighborhood in the field of internal security and social order and how patterns of institutional participation in the Neighborhood in the field of security and social order? The issue was raised because of the lack of uniformity of the main tasks and functions of institutional of neighbors in assisting the tasks of government and local governments and not patternalized participation in security, peace and social order are likely to overlap with the police departement. The research is a case study in the area of RT 03 RW 06 Sub Sidomulyo District of Pekanbaru City chosen as runner Competition Poskamling Exemplary Level Pekanbaru organized by Riau Police Departement. The method used is a qualitative method took 7 informants by interview, observation and documentation. Then the data was analyzed based on the subjective understanding. The results showed that the duties and functions of Institutional neighborhood in fields related to Kamtibmas namely: help the realization of a society that is based on Pancasila and the 1945 Constitution, mobilize mutual assistance, self-help and community participation as well as help to promote peace and order in society. Patterns of community participation in the field of internal security and social order is the full responsibility of the institutional Neighborhood implemented in spontaneous through Siskamling, in cooperation with the Policy pattnership (Polmas, FKPM) to perform basic tasks maintenance of internal security and social order and prevention of various disorders and internal security threats, under social supervision by RT and RW in coordination with the Police Sector (police) and public institutions (like the Youth, PKK, community leaders, youth leaders, cooperatives, etc.) that synergy with Babinkamtibmas. Recommendations research needs to be done is to socialize local regulations onicipation the Neighborhood and pillars of citizens evenly, consider the preparation of local regulations on Pattern of Public Participation in the field of security andsocial order and need the commitment and seriousness of local governments to foster Siskamling structurally and functionally.
