    Not optimal beuracracy in the background of the birth certificate issue is so complex, both in terms of availability and performance of its employees, as well as many obstacles in the field of administration of the birth certificate registration so that the management is not running smoothly and less than the maximum. Therefore, the authors intend to conduct research with the goal of how beuracracy in the service of birth certificate of Dinas Kependudukan and Catatan Sipil Regency Siak and what are the factors that influence it. The study site is located in the office of Dinas Kependudukan and Catatan Sipil regency Siak. The results of this study it can be concluded that the implementation of the birth certificate service beuracracy in the Department of Dinas Kependudukan and Catata Sipil Regency Siak overall could not be said better.
