    An Analysis of Local Government Responsiveness For Sago Factory Establishment Control on Kecamatan Merbau Kabupaten Kepulauan Meranti. Kecamatan Merbau Kabupaten Kepulauan Meranti is a district which has 2400 hectare fields of sago in order to enable for sago factory establishment. There are about 10 factories which is operating in river and sea side now. Sago flour production in Merbau reaches 5 tons per day. These factories are built long time before Kepulauan Meranti legally become a district. Unfortunately, there is no sago factory in kepulauan meranti which has enviromental documentary. These factories do not get any significant control from the government of Kepulauan Meranti district. This research aims to know and analyze local government responsiveness for sago factories establishment control in Kecamatan Merbau Kabupaten Meranti. The conceptual theory which is used by the writer is responsiveness. This is a descriptive reseach which uses quantitative method. For data collecting, the writer uses interview, observation and literature study techniques by utilizing the key informen and addition informen as informer. This research result shows that local government responsiveness for sago factories establishment control in Merbau has not been done maximally yet. It is tangible because of the organisation capability is not maximal in identifying society needs, concepting agenda and service priority, and developing public service programs which appropriate to people needs and aspiration.
