Abstract
Local or traditional wisdom is actually a part of ethics and morality that help humans
to answer the moral question of what to do, how to act specifically in the field of
environmental and natural resource management. The basis of local wisdom is
actually derived from customary law in the community. This paper examines the local
wisdom of the Malay people in Riau Province in the management and preservation of
fish resources from the perspective of Indonesian national law. “Lubuk larangan or
rantau larangan”, and “upacara semah terubuk” are local wisdom in Riau. Local
wisdom at “upacara terubuk semah” did not be implemented in the Malay
community in Riau Province because there have been social changes in the
community. But, the values in “upacara semah terubuk” have been set forth in the
laws and regulations in force in the State of Indonesia in order to manage and
preserve fish resources in Riau Province, namely “ikan terubuk”.This research
conducted is normative juridical research by examining the aspects of the local
wisdom law of the Malay community in Riau Province in the management
preservation of fish resources. Basically the prevailing “lubuk larangan “
management system is a participatory, adaptive and sustainable wisdom in
preserving local fish resources, as well as those in Riau Province. This is suistable
with the principle stated in Law Number 31 of 2004 concerning Fisheries, namely the
principle of sustainability.
