FAKTOR-FAKTOR YANG MEMPENGARUHI TUGAS DAN FUNGSI DINAS TATA RUANG DAN BANGUNAN DALAM PEMBERIAN IZIN MENDIRIKAN BANGUNAN, TAHUN 2009 – 2011

Abstract

About 40% buildings in Pekanbaru city recorded does not have buildings permit in 2009 – 2010, the problem that arise then presence to the responsibility of Dinas Tata Ruang dan Bangunan (City Planning and Building Institution) which is created for dealing with this kind of problem. This research has good to open knowledge, and giving information, also correction for the government related on the problems of Izin Mendirikan Bangunan (building permits). This research goal is also to giving information for the civilian of Pekanbaru city the importance of building permits for their own buildings/ homes status. The focus of this research is to found the factors that affect the duties and function of the Dinas Tata Ruang dan Bangunan related on giving Izin Mendirikan Bangunan on 2009 – 2011. This research uses Policy Implementation theory by George C. Edwards, and Monitoring theory. This research is qualitative research by using primer and secondary file, the used technique is collecting file which is used by library observation and interview. The result of this research prove that buildings in Pekanbaru which not have Izin Mendirikan Bangunan in 2009 – 2011 influenced by several factor, including and related by the duties and function of Dinas Tata Ruang dan Bangunan in monitoring and managing the construction in Pekanbaru city which is not running as it should. Plus there is many more civilian didn’t know about the local regulation of Izin Mendirikan Bangunan.
