Abstract:
The election of the village is the embodiment of democracy. Based on Law Number 32 Year 2004 on Regional Government, the Indonesian Government Regulation No. 72 Year 2005 on the village, Bengkalis District Regulation No. 05 Year 2008 on Procedures for Nomination, election, inauguration, and Dismissal of the village head.
The research was conducted in the Village District Bumbung which is Bengkalis administration area. Data collection techniques used is by interview. The theory used in the resolution is conflict theory, conflict is a disagreement between the two parties (individuals or groups) are aware of all of them so that they know there are others that are contrary to their opinion. Conflict resolution can be reached by way of persuasive and coercive (Maswadi Rauf; 2001). That I use in this study is the use of conflict resolution persuasive manner in the form of rational deliberation and mediation in accordance with human values.
From the analysis and information obtained directly from the informant concluded that the conflict in the Village Head Elections Bumbung is caused by the negligence of the Village Head Election committee in determining the criteria for valid ballots and invalid ballots that caused harm to the village chief candidate number 1 and lead to conflict due to a mass rejection of camp candidates with number 1 for the calculation of the sound. Resolution of conflict Head Elections is reached by of mediation and District Secretary Bengkalis Drs.H. Asmaran Hasan acted as a mediator in resolving this conflict Head Elections.
