MINING PEOPLE IN THE CONTROL OF MANAGEMENT DEPARTMENT OF ENERGY AND MINERAL RESOURCES

Abstract

Natural resources located in Riau province and if so is much in kelolah quickly as possible then it will be a great asset for the area in Riau revenues but this natural wealth is only in a handful of people enjoy. Many of these natural keyaan in society as improper use as well as the management of gold mining in the district of Kuantan Singingi, not a few people the wrong use of natural wealth by improper management, such as gold mining management that does not have a permit from the local government, and there are a lot of them are not in accordance with the mine management procedures for granting mining license in accordance with Law No. 4 of 2009 to section VII of the mining Permit. Supervising the management of the Department of Energy rakyatdi mining and mineral resources Kuantan district Singingi not run optimalsehingga process of achieving goals is not running optimally. The purpose of this study was to determine the supervision of the management of artisanal mining in the department of Energy and mineral resources Singingi Kuantan district, and to identify factors inhibiting pengawsan management of artisanal mining in Kuantan District Singingi. Theoretical concept that is in use is about management theory, theory of control, indicators - indicators in this study such as setting the standard in monitoring, evaluation action, take remedial action. As for the factors - factors that affect the success of artisanal mining management supervision by research informants is head of energy and mineral resources Singingi Kuantan district, head of monitoring and mining development, mining communities and mining community manager. This research is a qualitative descriptive study. From the results, it can be concluded that the control, management or supervision roomates is a function in the role of the personnel who already have a job, his or her authority and exercise oversight in this case is the department of energy and mineral resources Singingi Kuantan district needs to increase of oversight of the management of mining.
