UPAYA PEMERINTAH KABUPATEN KUANTAN SINGINGI DALAM MEMBANGUN DESA TERTINGGAL DI KECAMATAN PANGEAN TAHUN 2011

Abstract

The study is titled "Government Efforts in Developing Kuantan Singingi District village in the district of Pangean left in 2011" The background of this research with the decree Kuantan Singingi 432.2 No. 2008 on the Regional Action Plan for Disadvantaged Areas in 2009 and supported by Law No. 32 year 2004 on regional administration, that where the law states that the development of the District / City organized by the principles of democracy, community participation, equity, justice, and considering the potential and diversity of the region Issues contained in this research is that there are still left in the village Singingi Kuantan district. Therefore this study aims to determine how Kuantan Singingi District Government efforts in building a village in the district of Pangean Disadvantaged in 2011 and to overcome obstacles in the development of underdeveloped villages. The method used in this study is a qualitative method that describes the data descriptively. Data collection techniques used are documentation and field studies by interview. While the sources of data used are primary data collected from the study site and supported by secondary data. Based on the results of research conducted there are several inhibiting factors such as limited financial resources, the quality of a lack of human resources, lack of training and supervision, and misses the point. Kuantan Singingi District government whereas has made several attempts to improve the construction of which improve the quality of education, infrastructure development liaison, improving the quality of public estates but not optimal in practice.
