PERENCANAAN BOTTOM UP DALAM BIDANG PEMBANGUNAN PEMERINTAH KABUPATEN SIAK (Study Kasus Bidang pendidikan Dasar Tahun 2006 – 2011)

Abstract

Abstract The aimed of this research is to describe the bottom up planning in siak district by looking at the basic development plan formulation in siak district. In collection the data the writer used interviews technique with the people who have information and involvement in the process of the basic education development planning in siak district. The research methodology in this research is descriptive analysis method with the qualitative approach that use to analyzed the problems that arised in the field and try to described it well. Based on the phenomenon, so the writer could explained that base education development planning in siak districk stage some planning : Formulating procces, Formulation goal process, Designed a budget. From this research, the writer could concluded that the base education development planning in Siak district, especially in Siak river mostly had involved the society in basic education development plan as happened in Tanjung Pal village, in the village rarely did the Munsrenbang activities, it should be consideredby goverment of Siak, especially Apit River district government of Siak, especially Apit River district district government.
