DINAMIKA POLITIK KEPEMIMPINAN KEPALA DESA SONTANG KECAMATAN BONAI DARUSSALAM KABUPATEN ROKAN HULU TAHUN 1990-2011

Abstract

This study wanted to see political dynamic leadership of village chief Sontang year 1990-2011. The dynamic of political leadership of village Sontang year 1990-2011 the object of study of interest given the village Sontang is the only village in Rokan Hulu who have a leader who leads more or less for 21 years from the year 1990-2011 thus causing the inclined central leadership-authoritarian. for 21 years has never been done in a democratic change of leadership. This is clearly contrary to the regulations of Law Number 5 of 1979 About Village Government, law Number 22 Year 1999 on Regional Governance, Law Number 32 year 2004 regarding replacement of the Local Government Act No. 22 of 1999 and well Government Regulation Number 72 Year 2005 concerning the village. Determination of the village head Sontang without direct election triggers cause polemics or conflict of the village chief Sontang which led to the emergence of dualism Sontang village government. Referring to the problems in the village Sontang this research uses qualitative methods. this research using speaker informants as an information object which aims to achieve mastery in getting information. The types of data used in this study is primary data and secondary data obtained through direct observation and interviews with informants. Analysis of the data in this study using data analysis descriptive. The factors that led to the political dynamics of the leadership of the village chief Sontang categorized into two factors the internal factors and external factors. The internal factor is the style of leadership, power, Conflict of Interest By The Pros and Cons, Public Service. Then the external factors are Inconsistency Local Government Regulation Laws Apply, and then Lack of Supervision and Development of Villages Against Sontang by Local Government and District.
