FAKTOR-FAKTOR YANG MEMPENGARUHI DIULANGNYA PEMILIHAN UMUM KEPALA DAERAH (STUDI KASUS PEMILUKADA KOTA PEKANBARU 18 MEI 2011)

Abstract

ABSTRACT This study aims to explain the factors which influence the public election in Pekanbaru City that had to be redone in 2011. That public election, firstly had the candidates no,1, Firdaus-Ayat as the winner since they had 153,943 votes or 58.93% of the whole voters. Unfortunately, candidates no.2, Septina-Erizal had sued the result because they believed there was an unfair action during the campaign of candidates no.1. The candidates no.2 had proofs that the current leader in Pekanbaru City in that time, Mr.Herman Abdullah who has done an illegal campaign before the decided time in the whole areas of Pekanbaru City. He asked all suburban leaders to choose the candidates no.1. Further, the research question of this study is what factors that have made the Pekanbaru City’s public election had to be redone in 2011? This current study is a qualitative research. It used a descriptive analysis for the data collection technique. The study used documentation and interview for the data collection. The types of data used in this study were primary and secondary data which gathered from the observation and interview. The finding of this study can be concluded as: 1. After the highest court’s result, the committee of the Pekanbaru City’s public election must do a coordination, consultation, arranging, and deciding the fund for redoing the public election, 2. The main factor of redoing public election is the sue of the supporting team of candidates no.2 about an unfair activity during the public election on 18 May 2011.
