KEWENANGAN PEMERINTAH DAERAH DALAM BIDANG PERTANAHAN KHUSUSNYA IZIN LOKASI PERKEBUNAN KABUPATEN KUANTAN SINGINGI TAHUN 2010-2011

Abstract

The main purpose of writing this paper is to investigate and understand the spirit of the devolution affair addition to knowing how to take care of the affairs of the authority area of land was carried out, particularly in the Regency Kuantan Singingi. The method used in this study is an empirical method juridical juridical approach used to analyze a variety of laws and regulations regarding the submission of the affairs of Land Affairs to District / City empirical approach used to know and understand how the various laws and regulations were implemented in Kuantan District Singingi. By studying and analyzing the laws and regulations relating to the delivery of government affairs in the field of land and supporting legislation. Based on this research, it turns out in Presidential Decree No. 34 Year 2003 on Singingi Kuantan district has not implemented optimally, due to the two government agencies in charge of land. The first agency of local government agencies to Kuantan Singingi and two are from the Office of the Regency Kuantan Singingi. It can be seen from the exercise of authority in the area of land that is actually carried out entirely by the local government, but in reality they involve the Land Office. People tend to want quick service, one table, and did not want a cumbersome bureaucracy. Regulations regarding implementation of Presidential Decree No. 34 Year 2003 in Kuantan District Singingi inadequate, because human resources in the area of land is not enough, and the amenities expected in the implementation of Presidential Decree has not been adequate. That has not been the optimal implementation of the Presidential Decree in question, which caused some problems implementing regulations regarding the policy inadequate, limited human resources. Can be obtained from the Presidential Decree No. 34 Year 2003, Kuantan District intends Singingi leave it to the Autonomous Region, in the context of democratization, foster independence and keprakarsaan society and strengthening the National Integrity for upholding the Unitary State of the Republic of Indonesia. But the consequences of the implementation of Presidential Decree No. 34 Year 2003 submission to the Local Government Authority with the financial resources, the transfer of facilities and infrastructure, as well as personnel, can not be implemented because they no object to be implemented.
