Abstract:
Decentralization in Kampar district in recent years greatly influence anti-poverty programs. Such empowerment of the poor, namely Raskin. National programs in direct contact with the community to tackle poverty with the goal of helping expenditure Penerims Target Households Benefit (RTS-PM) with food needs dala form of rice. This study aims to determine the effectiveness of the implementation of the Raskin program in sub Desa Jaya Kubang Siak Hulu Kampar regency. The theory used in this study is the theory advanced by Mulyasa and Steers. This study uses descriptive qualitative data collection techniques of observation, interviews, and research informants were determined by purposive sampling technique. From the results of a descriptive qualitative data analysis found that the effectiveness of the implementation of the Raskin program in sub Desa Jaya Kubang Siak Hulu Kampar regency yet effective. It can be seen from, not the achievement of objectives and the expected rate of change in the national program, as well as the absence of tough sanctions for violators of regional regulation.
