Abstract

ABSTRACT The issue of land acquisition for public interest related to the Presidential Regulation Number 36 of 2005 and Presidential Regulation Number 65 of 2006 regarding acquisition of land for public purposes for the implementation of development for public use. The process is divided into 3 major stages, namely socialization, inventory and deliberation. Deliberation process requires cooperation with residents affected by land acquisition. If there are deviations in the third process can not avoid conflict. The process of building bridges Lubuk Jambi II, which is still in the process of the Council, it is constrained because of a group of people whose reluctance to cooperate in the success of the construction of this bridge. Society so insisted on maintaining their high land prices namely Rp.1.500.000 / M ² as the status of their land as the land of high heritage, which lies on the edge of the highway and very close to market Lubuk jambi and the Coconut Plantation priced at Rp. 1.000.000 / tree. With the high price of the Land Acquisition Committee can not proceed to the next stage. These research was made in the village of Seberang Pantai and Banjar Padang, in Subdistrict of Kuantan mudik, and the District of Kuantan Singingi, which lies opposite the village. The theory used is related to the function of the Local Government (autonomy), Theory of Agrarian, Conflict theory. Methods This study is qualitative, while the data collection technique is the study of literature, the study documents and field studies (interviews). While the data analysis used descriptive method. This study examines issues of Land Acquisition Process for Bridge Construction Lubuk Jambi II and Obstacles that occurs during the exemption.
