Saudi Arabia faced a new problem related to Iran’s nuclear program. King abdullah dilemma to take a policy regarding Iran's nuclear issue. Saudi Arabia on one side has an excellent relationship with the United States are being frontally against a Iran’s nuclear program and on the other hand Saudi Arabia concerned with Iran's nuclear program. King Abdullah’s refusal of the United States’s demand to establish military bases in Saudi Arabia in 2006 is one indicator of Saudi Arabia’s foreign policy over Iran’s nuclear program. By using explanative approach, the writer tries to explain how the policy of a state against another state in dilemma condition. The writer uses decision making process theory with the concept of rational actor models. Rational actor models view foreign policy as a result of the actions of rational actors, especially a monolith government, that done intentionally to achieve a goal. Saudi Arabia’s policy was neutral over Iran’s nuclear program because it has an interest to have good relations with Iran related to its national security. King Abdullah assert that neutrality and good relations with Iran is not a form of support for Iran’s nuclear program.
