    Public entertainment are all kinds of shows, games or with a crowd of any kind are watched or enjoyed by every person with free of charge. Places of public entertainment or location is : place used for the implementation of public entertainment. "For policing of public entertainment in the city of Pekanbaru is need for regulatory policy areas related to the general entertainment. This is important because in many cities Pekanbaru public entertainment places that are not licensed. The purpose of fieldwork is to determine the implementation of local regulations No. 3 of 2002 on public entertainment in the city of Pekanbaru. This research method is descriptive qualitative, which describes the results of research by analyzing the responses of respondents, and then described according to the research results. Based on the results of research it turns out the implementation of local regulations later is number 3 of 2002 in the city of Pekanbaru general entertainment performing well enough, which is only a small portion of public entertainment places that do not meet the licensing requirements of the establishment of places of public entertainment
