    One role of the Department of Social and Pekanbaru City Cemetery is a social service to the Women's Prone Social Economy. Women are often placed in a position physically and psychologically weak when compared with men that need to be protected. That is the Department of Social and Pekanbaru City Cemetery established a program specifically on this issue. Specifically Field Services and Social Empowerment in Women Prone to strive for Socioeconomic be empowered and protected Identifying Number of Women Prone Social Economy, Development and formulate technical guidance and control of the field of social service programs Prone Women Social Economics, and Coordination with other agencies also have a duty protection of women in the city of Pekanbaru. The purpose of this study was to determine the performance of the Department of Social and Pekanbaru City Cemetery in Fostering Social welfare problem in the city of Pekanbaru and to determine any factors that impede the performance of the Department of Social and Pekanbaru City Cemetery in Fostering Social welfare problem in the city of Pekanbaru. Theory (approach) used as a tool of analysis in this study is the theory and the theory of Organizational Performance. While the methods used in this research is descriptive qualitative research that is intended to provide a systematic overview of the phenomenon being observed. Based on these results, the Social Performance and Pekanbaru City Cemetery, particularly the field of POM in addressing socio-economic Prone Women still not good. Efforts were made in the field of POM handle Prone Women Socioeconomic include coaching, mental guidance and provision of venture capital. However, networking Women Prone Socioeconomic conducted by the Social and Pekanbaru City Cemetery has not reached the desired target. Constraints faced in handling business Prone Women's Social Economy is an attitude or mindset Socioeconomic Prone Women who do not want to set a target, causing stunted POM field program. Another problem is the limited human resources both in the Department of Social and Pekanbaru City Cemetery is the lack of budget funding. Women Prone mentoring process should be done to Social Economics Social Economy Vulnerable Women are independent. Supervision of assistance also needs to be done, so that when problems arise will be quickly resolved.
