dc.description.abstract The growth of Kampung Pinang Village Residents in Kampar Pinang Sub-district is very rapid, amid the development of various sectors of life accompanied by increasing HDI Kampung Pinang Village. Population growth in every region especially in Kampung Pinang Village is based on birth and immigrant who then settled in Kampung Pinang Village, while the reduction of population is based on death and migration out of Kampung Pinang Village. This population growth based on information from the Department of Demography and Civil Records of Kampar Regency has not been accompanied by formal legal documents of the administrative population in accordance with the order of administrative mandate of Law no. 23. The distribution of population identity documents is not caused by people's ignorance of the importance of having a residence document. Raja Kampar regency has relatively small but the largest population still has no population document Based on that the team of devotion has made cooperation with the District of Perhentian King Kampar regency serve as the object of devotion by conducting Socialization of Population Administration based on Law Number. Law No. 23 of 2006 and Law No. 24 of 2014 concerning the 12 basic changes of population as follows: E-ID Applicability Period, Issuance of Certificate of Civil Registration, Recognition and Ratification of Children Legal Acknowledgment Act.Process and Publication of Population Document No Cost (Free) , Prohibition of free of charge for all documents of residence (KK, e-ID card, Birth Certificate, Marriage Deed, Death Certificate, Deed of Divorce, Deed of Recognition of Children, etc.) Death Record. The participation of citizens to obtain rights and responsibilities as residents through the possession of proper and administratively documented citizenship documents will make it easier for local governments to adopt policies in dealing with people-related issues en_US
