Abstract
Classroom Action Research that aims to improve learning outcomes by implementing IPS Learning Approach Contextual Teaching and Learning (CTL) at the Elementary School fourth grade students 139 Pekanbaru. This study took place from 26 March 2012 to 7 April 2012. The subjects were students of class IV of 40 people consisting of 25 men and 15 women. Data collection instrument in this study is the achievement test, teacher and student observation sheet. The results obtained by applying the approach Contextual Teaching and Learning (CTL) in the process of learning can improve student learning outcomes IPS from the base score to the first cycle of an average of 59 to 62 with an increase of 3 points (5.08%) and improved learning outcomes from cycle I to cycle II, from an average of 62 to 71 with an increase of 9 points (14.52%). Traditionally mastery learning based on the daily tests I once applied learning approach Contextual Teaching and Learning (CTL) of 40 students 14 students (35%) were completed, 26 students (65%) did not complete the classical completeness 35%, while the cycle II have increased based on the daily tests of 40 students, 27 students (68%) were completed, and only 13 students (32%) declared incomplete, the classical mastery 68%. Based on the above conditions are student learning outcomes is not yet complete in the classical style. However, the average weight of the class in the traditional values increase. So what it has done "successfully", so it can be concluded that the application of Model Contextual Teaching and Learning (CTL) in Pekanbaru 139 primary schools to improve student learning outcomes.
