Abstract

This study wanted to find out and analyze the implementation of Regulation No. 02 of 2005 Village On Weighing Placement Center Transactions and Application of Rubber Rubber Pon Per Kg To Five Institutions and Rural Officer Tim Koto Tuo District XIII Koto Kampar Kampar regency 2011-2012. The background of this study is the decline in revenue Koto Tuo village period 2011-2012 are sourced from smallholder rubber trading activity as well as inconsistencies in implementation of Village Regulations No. 02 of 2005. The research is based on the theory of public policy and public policy implementation. This study uses qualitative methods conducted in the village of Koto Tuo District XIII Koto Kampar Kampar regency, data obtained either directly or indirectly, which is then analyzed using descriptive data analysis. Based on the review of the data and analysis show the implementation of the Village Regulation No. 02 Year 2005 on Weighing Placement Center Transactions and Application of Rubber Rubber Pounds Per Kg To Five Institutions and Rural Officer Tim Koto Tuo District XIII Koto Kampar Kampar regency 2011-2012 have not been going well. It was marked on the decline in rural incomes and the reduction in awareness of the villagers to abide Perdes although in some aspects since it was published Perdes able to have an impact on the degree of change in the development of the village of Koto Tuo District XIII Koto Kampar Kampar regency.
