Abstract:
This study is purposed to understand the performance phenomenon of Indragiri Hilir local government through local technical implementation in this case, the Public Works Department of Inhil with the related technical implementation caused the follow-up of government tofix the condition of road infrastructure do not run optimally.
The method used in this study is using a qualitativeapproach. Types and sources of datain this study were obtained from the primary data and secondary data. Collecting data processin this study is done byobserving, documentation and interviews. The informant of this research is in the area of Physical and Infrastructure Bappeda Kab. Inhil, Department of Public Works Division of Civilian Training Department Kab.Inhil, Commission III DPRD Kab. Inhil, Government official and Society at the scene of the damage road and the Road users. The keyinformants in this studyare determined by purposive sampling, and data analysis techniques used is descriptive qualitative.
Based on the findings in field, the authors conclude that aphenomenon which always faced bylocal governments Indragiri Hilir district that caused the repair roads in Indragiri Hilir district do not run optimally is First, the lack of budgetin the implementation of maintenance work and limitations in human resources. Secondly, intervention of Parliamentis too strong in the discussion of road maintenance. Third, the length of time in implementation the program which starts from the start of planning until the middle of road work process. Fourth,the less competent of agencies in the maintenance of roads is in knowing the wishes of the society related with road maintenance. Fifth, the nature conditions that not supported, is the geographical of peats land, so its pursuing the performance of road maintenance.
