TANGGUNG JAWAB NEGARA (STATE RESPONSIBILITY) TERHADAP PENCEMARAN UDARA LINTAS BATAS NEGARA BERDASARKAN ASEAN AGREEMENT ON TRANSBOUNDARY HAZE POLLUTION

Abstract

Transboundary Haze Pollution that caused by forest fires has become a not only a national problem, but also regional. The impacts of the haze has threatened the stability of security, economy and the lives of individuals mosts of ASEAN countries. However, the basis for the action requested a State responsibility against the State that comtaminated other countries, with their activities. With the signinig of this agreement, the ASEAN countries all agreed, and devolped the basis of a cooperation to prevent, monitor of all kind of transboundary air pollution caused by forest fire.
