PENEGAKAN HUKUM TERHADAP PELAKU TINDAK PIDANA PENAMBANGAN EMAS ILEGAL DI WILAYAH HUKUM KEPOLISIAN RESORT KUANTAN SINGINGI

Abstract

Mining is part of activities to produce mineral mining and / or coal and associated minerals. Gold mining that occurred in Kuantan District Singingi an illegal gold mining which has a negative impact on the environment, public morality and others. Therefore Resort Kuantan Police Singingi as law enforcement agencies continue to combat illegal gold mining activities. However, law enforcement conducted Resort Kuantan Police Singingi not run effectively and efficiently as expected. This is evident from the data of cases handled by the Police Resort Kuantan Singingi in 2011 and 2012 that only 23 cases were brought to justice, and even then were arrested, only the miners, while the owners of the mining equipment was never arrested. The purpose of this thesis, namely: First, law enforcement conducted by the police against criminal illegal gold mining in the jurisdiction of Police Station Singingi Kuantan District, Second, problems encountered in enforcing the criminal law against illegal gold mining, Third , the efforts made by the Police Resort Kuantan Singingi to overcome obstacles faced in enforcing the criminal law against illegal gold mining.
