FAKTOR-FAKTOR YANG MEMPENGARUHI PEMBENTUKAN KABUPATEN KEPULAUAN SINGKEP DI KABUPATEN LINGGA TAHUN 2010-2013

Abstract

Indonesia’s reformation period leads to the greater demands for regional expansion as a form of the principle of decentralization. It encourages Singkep to seperates themselves apart from Lingga Regency forming Singkep Islands Regency by creating a more active and efficient government in order to realize the acceleration of the increase social welfare in Singkep. This research aims to identify and explain the factors driving and inhibiting factors This research is a descriptive study using a qualitative approach. The research was conducted in Lingga regency, Riau Islands Province which is a parent of the Singkep Islands Regency area candidates with research focus on the factors that drive and inhibit the formation of Singkep Islands regency in 2010-2013. This research was analyzed descriptively that aims to describe the data systematically and objectively, to produce actual, factual, and accurate data. These data are related to the scope of the study were collected using purposive sampling techniques through field research (field research), interviews, and the documentation of secondary data. The results of the research showed there are several factors that influence the forming of Singkep Islands Regency in 2010-2013. There are factors driving and inhibiting factors. The factors driving the forming of Singkep Islands Regency were Juridical factors, Effectiveness and Efficiency factors, Sociological factors, and Political factors. While the inhibiting factors consist of Internal and External factors. Internal factors were Dispute of Berhala Island, and the Performance of the Forming Singkep Islands Regency Agency. The External factors were Moratorium on Regional Expansion and the Legal Judgment about Berhala Island.
