Abstract:
In the era of regional autonomy, the role of Local Government and Rural highly charged. One of them is the implementation of the CSR program. In this case the Government has made regulations concerning on CSR one of Law No. 40 Year 2007 on limited liability. The purpose of this study was to determine the factors inhibiting the implementation of CSR and the Role of Local Governments know Rokan talikumain upstream and Village of the CSR programs that have been implemented by PT. POM (Palm Oil Mill) Talikumain.
This includes research into the types of qualitative research using the techniques of data collection with in-depth interviews to several informants who have been determined, as well as the analysis of qualitative data were analyzed descriptively. Necessary data are primary data and secondary data.
Based on the results of the study, in carrying out its role in CSR, Local Government and Rural carry out its role through several steps, among others, through komunikai, resources, disposition and bureaucratic structures. Income before and after the introduction of the PT. POM Talikumain that implement CSR significantly different. To create and support the successful implementation of CSR programs, should be established pattern of relationships (relationship) between the parties involved are clear, it will improve the quality of CSR implementation koordinassi. Without a clear pattern of relationships among the various parties involved in the implementation of CSR, it is likely that the implementation of CSR programs will not run optimally.
