FUNGSI PENGAWASAN INSPEKTORAT KOTA PEKANBARU DALAM PENYELENGGARAAN PEMERINTAHAN DAERAH DI KECAMATAN RUMBAI DAN KECAMATAN MARPOYAN DAMAI TAHUN 2011

Abstract

Inspectorate Pekanbaru, Pekanbaru City Regional Regulation No.09 of 2008 has the function of monitoring the conduct of government business in the city of Pekanbaru. Problems in this study, whether the implementation of governance oversight function performe by the Inspectorat of Pekanbaru in the district and sub-district Rumbai and Marpoyan Damai been conducted in accord ance with the guide lines and procedures for supervision overlocal government Minister Regulation No.08 of 2009, and the factor-what factors influence the effectiveness of the monitoring function. The objective of this study was toanalyze the effectiveness of the oversight functions of governance by the Inspectorate of Pekanbaru in Pekanbaru city government environment, and analyze the factors that influence. The method used in this study is qualitative deskiptif. Based on the analysis of the implementation of the governance oversight functions carried out by the Inspectorate in Pekanbaru City district and sub-district Marpoyan and Rumbai Damai, it can be conclude that the implementation of supervisor visits of inspection, testing to the investigation, is in conformity with the procedure. Factors affecting the implementation of supervisory functions to include governance apparatus supervisors skills, knowledge in handling jobs, and facilities and infrastructure that support the implementation of the monitoring carried out by the Inspectorate of Pekanbaru.
